Yes and no. As I recall, In Israel, sometimes in order to more quickly react when a known high-value target has been sighted, Generals can order the strike, but they also bear full responsibility for their actions. Remember how CIA pleadings to George Tenet and Bill “Where’s my Floozy” Clinton went unanswered when they (CIA) had bin Laden in their sights? The Israelis know that certain targets are only out of their rabbit holes for a short time. Whack a Mole time!
