Famed labor leader Dolores Huerta, who spoke to city council members, called the defeated resolutions "hateful" and "divisive."

In order for an issue about a language to be "divisive" there has to be a second language in question to divide the existing speaking pool. Lacking the influx of illegals, there wouldn't be said second language. It is therefore the Spanish language preference of Ms. Huerta and her ilk that is divisive.

Glad to clear it up.

Presumably, Ms. Huerta would likewise call a traffic ordinance requiring that motorists all drive on the right side of the street “divisive.”
