Al Qaeda 'Re-Emerging' in Pakistan Sanctuaries

The U.S. military said Tuesday it expected Al Qaeda to continue its "re-emergence" in sanctuaries in Pakistan's tribal areas from where it supported attacks in Afghanistan.

Sanctuary was provided to Al Qaeda and Taliban rebels after Islamabad signed a peace deal with militants in a desperate attempt to quell the unrest in its federally administered areas in September 2006, a U.S. military official said.

The militants called off the deal in July this year after Pakistani security forces raided a radical mosque in Islamabad where rebels had massed. Dozens were killed in those raids. Full story...

AQ in Iraq is being systematically destroyed at a rate in which they won't be able to reconstitute....(this really all began back in early 06....Not from the "surge".....though that has certainly played a positive role).

AQ in Pak border regions....(and those in Stan, where past winters have been safe)....will find this new bring new pain....

WASHINGTON, Oct. 2, 2007 – The U.S. missile defense system intercepted a warhead during a test over the Pacific Ocean last week, boosting military officials’ confidence in the program’s ability to neutralize threats from missile-wielding nations like North Korea and Iran.

During a news conference at the Pentagon today, Air Force Lt. Gen. Henry A. “Trey” Obering III, director of the Missile Defense Agency, and U.S. Northern Command Commander Air Force Gen. Victor E. Renuart Jr. discussed the successful Sept. 28 interception exercise. In a test designed to replicate a missile attack from North Korea, operators launched a warhead from Kodiak, Alaska. Land- and sea-based radars tracked the missile for 24 minutes before a 60-foot interceptor launched from Vandenberg Air Force Base, Calif., flew for seven minutes and blasted the missile to bits.

“We think that this builds more and more confidence with respect to (the question), ‘Does the system work?’” Obering said. “The answer is yes.”

During the exercise, the target’s trajectory was monitored by radar onboard an Aegis-class ship floating southwest of the missile launch site using SPY-1 radar, and a separate ship located farther south and equipped with fledgling X-band radar technology. The Upgraded Early Warning Radar at Beale Air Force Base, Calif., also tracked the target as it flew south from Alaska.

Obering showed reporters video footage of what he called a “textbook success.” The montage displayed missile silos blooming open as the Orbital Boost Vehicle inceptor blasted off to meet the target. Infrared cameras captured the interceptor’s high-speed technicolor collision with the missile.

Renuart noted that the exercise also demonstrated successful coordination at U.S. Northern Command, where authority to engage the defense system resides. Officials there received ample time and adequate information from radars tracking the target, he said.

“It … allowed us to validate that the procedures we built up over time are, in fact, appropriate for the kinds of threats that this system is designed to defeat,” he said. “So from the operational perspective, the soldiers in the field, the system, the command-and-control capability, the integration of those information systems, it was also a very positive event for us, as well.”

Overall, the $100 billion program, which began in 1983 and has been tailored to offset North Korean and Iranian threats, has hit 30 of 39 missiles launched. The Sept. 28 exercise marks the system’s sixth successful interception in the nine tests conducted since 2001.

Obering said he thinks this most recent success will help counter arguments made by NATO partners that the system is unproven.

“I think it helps us in a very real way because, as I have conversations with our European partners and allies and NATO partners in the past, one of the questions I do get asked is, ‘Well, this system is not proven, (and) it doesn’t work, right?’” he said. “And I think this goes a long (way) to answering that question.”

Countering European criticism is strategically important as U.S. officials attempt to export the missile defense program to Poland and Czech Republic. Placing silos in these countries would help establish sound missile defense geometry against an Iranian threat, Obering said.

“It allows us to establish a track on those missiles, … generate a fire control solution of what we call a weapons task plan, launch the interceptor, and then engage that missile with lethal velocity,” he said. “You can’t just go up there and kiss these things; you have to hit them hard enough to destroy them.”

WASHINGTON, Oct. 2, 2007 – Coalition forces killed one terrorist and detained 10 suspects during a series of raids targeting al Qaeda in Iraq in central and northern Iraq today, officials reported.

— An armed terrorist was killed by coalition troops during a raid targeting al Qaeda in Iraq leaders in Kirkuk. Information found at the site enabled coalition forces to target and capture a suspected al Qaeda leader operating in Tamim province. The detainee is linked to explosively formed penetrator attacks on coalition forces and local car-bombing attacks.

— Coalition forces captured the alleged al Qaeda in Iraq leader in Muhmadiyah believed to be involved in weapons facilitation and attacks against coalition forces. Two other suspected terrorists also were detained.

— Intelligence gained during previous operations led coalition forces to Tarmiyah, where they captured three suspected terrorists, including an alleged associate of an al Qaeda in Iraq leader.

— Coalition forces east of Balad targeted an associate of al Qaeda in Iraq believed to be responsible for coordinating attacks against coalition and Iraqi security forces in Salah ad Din province. One suspect was detained.

— Coalition troops in Samarra targeted an associate of an al Qaeda in Iraq senior leader who was killed Sept. 10. Two suspected al Qaeda agents were detained.

“Every day we’re removing terrorists from the ranks of al Qaeda in Iraq,” said Army Maj. Winfield Danielson, a Multinational Force Iraq spokesman. “We will continue to pursue individuals who facilitate and conduct attacks against the Iraqi people.”

A citizen-provided tip yesterday led U.S. Army 10th Mountain Division (Light Infantry) troops to an enemy weapons cache southwest of Rushdi Mullah. The cache contained 53 82 mm mortar rounds, four 60 mm rounds, eight 80 mm rockets, 26 68 mm rockets, an OG-7V rocket, and 200 sticks of propellant. The weapons cache was destroyed.

In other recent operations, coalition forces detained five suspected insurgents and destroyed a car bomb during a Sept. 30 raid south of Baghdad. U.S. paratroopers with 1st Squadron, 40th Cavalry Regiment, teamed up with Iraqi soldiers to conduct the early-morning raid. The detainees are linked with recent attacks on an Iraqi army checkpoint.

The Iraqi troops detained the suspects after finding an AK-47 rifle with four fully loaded magazines, a shotgun, more than 500 meters of command wire, IED-making electronic components, and insurgent propaganda in the house where the suspects were found. The raid also netted a 5-ton truck being rigged as a mobile bomb. An explosives-detecting military dog detected explosives residue on the vehicle, and a coalition airstrike destroyed the vehicle.

Troop B Commander Army Capt. Donald Braman saluted the Iraqi soldiers’ performance. “The Iraqi army soldiers who are part of the scout platoon, after just three days of training, were just as good as our guys,” he said.

“Every time we go out and take the fight to the enemy, we disrupt them, make his life uncomfortable,” Braman continued. “The life of an insurgent isn’t an easy life. When they are on the run, they have to sleep in open fields, in canals. They get tired. As long as they know we are coming after them, they can’t sleep easy.”

Elsewhere, coalition troops discovered a weapons cache while conducting area searches south of Baghdad on Sept. 30. U.S. soldiers of Company A, 1st Battalion, 30th Infantry Regiment, 2nd Brigade Combat Team, found the cache in a buried plastic barrel. The cache contained a rocket-propelled-grenade launcher, seven rocket-propelled grenades, four Iranian hand grenades, an AK-47 rifle with four full magazines, more than 400 machine gun rounds, 20 mortar primers, a set of body armor and 13 RPG propellant charges.

ARTICLE SNIPPET: “The Hamas children’s magazine Al-Fateh is published biweekly in London, and is also posted online at It began publication in September 2002, and its 108th issue was released in mid-September 2007.

The magazine, which features stories, poems, riddles, puzzles, etc., includes incitement to jihad and martyrdom and glorification of terrorist operations and of their planners and perpetrators, as well as characterizations of Jews as “murderers of the prophets” and laudatory descriptions of parents who encourage their sons to kill Jews. In each issue, a regular feature titled “The Story of a Martyr” presents the “heroic deeds” of a mujahid from one of the organizations who died in a suicide operation (including operations against civilians) or who was killed by the IDF.

The magazine also includes illustrations of figures (including child warriors) who embody the ancient Islamic ethos of jihad and martyrdom, presenting them as role models. These include the magazine’s titular character, Al-Fateh (”The Conqueror”) - a small boy on a horse brandishing a drawn sword (see Illustration No. 1 below) - as well as children carrying guns (Illustration No. 2), and photos of Hamas fighters launching Qassam rockets (Illustration No. 3).

In May 2006, both channels showed the Danish cartoons depicting the Prophet Muhammad, in the context of a report on the demonstrations that they had sparked.

Message to the Senate of the United States

With a view to receiving the advice and consent of the Senate to ratification, I transmit herewith the Protocol of 2005 to the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation (the “2005 SUA Protocol”) and the Protocol of 2005 to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Located on the Continental Shelf (the “2005 Fixed Platforms Protocol”) (together, “the Protocols”), adopted by the International Maritime Organization Diplomatic Conference in London on October 14, 2005, and signed by the United States of America on February 17, 2006. I also transmit, for the information of the Senate, the report of the Department of State with respect to the Protocols.

The Protocols are an important component in the international campaign to prevent and punish maritime terrorism and the proliferation of weapons of mass destruction and promote the aims of the Proliferation Security Initiative. They establish a legal basis for international cooperation in the investigation, prosecution, and extradition of those who commit or aid terrorist acts or trafficking in weapons of mass destruction aboard ships at sea or on fixed platforms.

The Protocols establish the first international treaty framework for criminalizing certain terrorist acts, including using a ship or fixed platform in a terrorist activity, transporting weapons of mass destruction or their delivery systems and related materials, and transporting terrorist fugitives. The Protocols require Parties to criminalize these acts under their domestic laws, to cooperate to prevent and investigate suspected crimes under the Protocols, and to extradite or submit for prosecution persons accused of committing, attempting to commit, or aiding in the commission of such offenses. The 2005 SUA Protocol also provides for a ship-boarding regime based on flag state consent that will provide an international legal basis for interdiction at sea of weapons of mass destruction, their delivery systems and related materials, and terrorist fugitives.

I recommend that the Senate give early and favorable consideration to the Protocols, subject to certain understandings that are described in the accompanying report of the Department of State.

BAGHDAD – Iraqi Security Forces, with U.S. Special Forces as advisers, detained four suspected extremists in two separate operations Sept. 30 in Southern Iraq.

Iraqi Security forces detained a suspected Special Groups member in An Nasariyah who is suspected of conducting improvised explosive devices and indirect fire attacks against Iraqi and Coalition Forces. He and his group are also suspected of conducting an assassination attempt against Nasariyah Tactical Support Unit commander which resulted in several deaths of innocent civilians.

The extremist is also suspected of smuggling weapons into the country. Intelligence reports tie him to an Iranian explosively formed penetrator ring. His group is linked to an Aug. 8 attack against Iraqi Police with IEDs, an Aug. 14 indirect fire attack on Tallil Air Base and an April 23 attack on an Australian convoy operating in the area.

In a separate operation, Iraqi Special Operations Forces detained a suspected extremist in Hay Aamel who is responsible for multiple improvised explosive device attacks on Iraqi and Coalition Forces.

The most recent occurred Aug. 12, when the group attacked a convoy headed for the International Zone by placing an IED under a Hay Al Alem bridge. He and his group are also responsible for kidnapping and extrajudicial killings of Sunni citizens in the Hay Aamel area.

The assault force found several tools or devices that were used to conduct kidnapping and torture. The devices consisted of electric saws, drills and ropes. Three other suspicious men were detained for further questioning.

No Iraqi or U.S. forces were injured during these raids.

BAGHDAD, Iraq – Coalition forces killed six terrorists and detained two suspects during operations Monday and Tuesday targeting associates of al-Qaeda in Iraq in the central part of the country.

West of Balad Tuesday, Coalition forces conducted an operation targeting associates of an al-Qaeda in Iraq member believed to be the key communications link between senior leaders of al-Qaeda and al-Qaeda in Iraq. When the ground force approached the target, they were engaged by an armed man who emerged from a vehicle. Responding in self-defense, Coalition forces returned fire, killing two terrorists, and igniting the vehicle. Multiple secondary explosions erupted from the vehicle after it was engaged, indicating explosives stored inside. The nature of the explosions and detainee reporting indicated weapons and explosives were present in the vehicle. The ground force also detained one suspect on site.

Early Monday, Coalition forces discovered three men attempting to re-seed improvised explosive devices in an area where the ground force had previously destroyed several two IEDs. Perceiving hostile intent, Coalition forces engaged, killing one terrorist. The ground forces searched a nearby building in the same location and discovered two IED pressure plates which were safely destroyed on-site. That afternoon, surveillance elements witnessed three men emplacing several IEDs along a canal road. Again, perceiving hostile intent, Coalition forces called an air strike on the time-sensitive target, killing the three terrorists.

During a two-day operation the Coalition forces also discovered three significant weapons caches. Intelligence led the ground force to a local school reported to be used as an al-Qaeda in Iraq safe house and mortar team staging area. Numerous weapons and ammunition were found on site to include mortar rounds, rocket propelled grenades, pressure plates, blasting caps, and rockets reported to be used as surface-to-air weapons in field expedient rocket launchers. Near the school, Coalition forces also discovered two other large caches with similar material to include hand grenades, IED making material and a training manual. The ground force detained one suspect during the operation. All weapons were safely destroyed by the ground force.

“Successful operations like these will assist the Iraqi people in their reconciliation efforts,” said Maj. Winfield Danielson, MNF-I spokesman. “We will continue dismantling al-Qaeda so Iraqis can regain control of their villages.”

This Public Announcement is being issued to update travelers on security concerns in Zimbabwe and to advise Americans to consider the risks of travel to Zimbabwe at this time. This Public Announcement supersedes the Public Announcement issued on July 12, 2007, and expires on December 30, 2007.

The security situation in Zimbabwe is volatile and could deteriorate quickly without warning. Sharp price cuts on local goods have caused widespread shortages of bread, milk, meat, poultry and gasoline, and other basic goods, resulting in occasional outbreaks of violence as security agents seek to enforce the price cuts and citizens rush to buy available goods. Visitors should be prepared for food shortages and avoid large gatherings, particularly around shopping areas and in the high-density suburbs of Harare and Bulawayo .

In response to growing public protests against deteriorating conditions, the Zimbabwe Government continues to authorize its security forces to suppress all dissent by whatever means deemed necessary. In recent months, political leaders at the highest levels of the Zimbabwean government have condoned the security forces’ use of violence against opponents of the government. The government has defended its right to treat individuals roughly, including those in custody, and has warned of more such actions.

As campaigning and preparations for 2008 presidential elections take place, there is an increased potential for political violence, particularly at large rallies or demonstrations. American citizens in Zimbabwe should, therefore, exercise caution when traveling within the country and avoid demonstrations and large public gatherings.

The government frequently uses roadblocks to enforce order. Roadblocks can be particularly dangerous, and extreme caution should be used when approaching them. Travelers should comply with instructions from police or other security officials to stop at roadblocks. Travelers are advised to carry a mobile phone or other means of communication.

“Under surveillance, German Islamist centre dissolves itself”

The dissolution of the Islamic Information Centre in Ulm, southern Germany, comes ahead of moves by the state of Baden-Wuerttemberg to prohibit the club and confiscate its property.

Death toll from violence in Nigeria higher than estimated

KANO, NIGERIA (ANS) — Indications that the death toll following the weekend’s violence in the Tundun Wada area of Kano State, northern Nigeria, may be higher than initially estimated are beginning to emerge as more information about the causes of the violence are brought to light.

Christian Solidarity Worldwide (CSW) says official figures suggest around nine Christians were killed, several churches were burnt and businesses and homes belonging to non- Muslims were destroyed during religious violence. Even Christian policemen are reported to have lost their homes and property.
As tensions slowly decrease in the area, the circumstances which triggered the violence are gradually being revealed, CSW said.

“The violence appears to have begun on the morning of 28 September 2007, when a group of Muslim students invaded a room shared by two Christian students at the Government Secondary School in Tudun Wada Na Kande, and began to assault them severely,” says a CSW report.

“When the Christian students asked what they had done wrong, their assailants initially told them to ‘mind their own business.’ However, once the school Principal arrived at the scene, the Christians were accused of drawing a picture of Mohammed on a mosque wall and of planning an assault on Muslim students.”

Reports also indicate that following the violence, Tundun Wada’s chief of police ordered the area to be sealed off.

CSW went on to report: “Local authorities transported Christians out of the area and removed all corpses in a possible attempt to obscure the true death toll. Even those seeking to assist victims of the violence were denied access to the area. Three pastors from the Mountain of Fire Pentecostal Church based in the State Capital, Kano City were detained when they attempted to evacuate members of their denomination. They were accompanied by three uniformed Christian members of the Nigerian Air Force who were also imprisoned. The three pastors have since been released on bail, while the air force men remain in custody.”

As a result of this enforced isolation of the area, the exact number of fatalities is difficult to determine. However, sources suspect that the toll is far higher than originally stated. One policeman was overheard complaining of being “fed up of packing corpses.”

Christian Solidarity Worldwide’s Chief Executive, Mervyn Thomas, said: “The news that the area was initially cut off from any outside assistance is deeply troubling. Until all the facts surrounding these attacks and resulting fatalities is uncovered, many victims may not be able to find out what has happened to their family and friends.

“These people have lost so much already in the violence that has destroyed their homes and livelihoods. We encourage the authorities to do everything within their power to bring peace and justice to this situation, an essential part of which is to reveal the truth and allow victims to mourn.”

Turin, 3 Sept.(AKI) - A young Nigerian Roman Catholic who faces death by stoning in his homeland for having had pre-marital sex with his girlfriend, has appealed to Italy not to deport him. “I am safe here. I know by the grace of God I will find life here, Felix Eugene told Adnkronos International (AKI).

The United Nations High Commission for Refugees (UNHCR) is due to begin considering on Monday whether Eugene, 27, can remain in Italy, where he has been living since 2004.

“I know that as a young man, I can do any kind of work,” said Eugene. He been working as a casual labourer unloading goods at a supermarket in the northern Italian city of Turin, and working as a hairdresser in his free time.

Magistrates in Nigeria sentenced Eugene to death by stoning preceeded by public flogging. A Sharia court gave him 20 lashes for 21 days for having tried to convert his Muslim girlfriend Fatima to Christianity. “ I wanted to marry her, so she could be the mother of my children,” he told AKI.

He said he has not been able to contact Fatima or his family since his escape from jail in Niger State and his flight from Nigeria. “I would like to get in touch with my family and Fatima, but I know it will not be easy to find her,” said Eugene.

Nigeria’s constitution upholds the secularism of the state and its legal system. But in Niger state and 11 other states, mainly in the Muslim majority north, Islamic (Sharia) law is applied.

Life is harsh for Muslim women in Niger State, where women cannot wear trousers, or speak in public to a Christian, Eugene told AKI. “When Fatima’s family found out she was pregnant by me, they disowned her,” Eugene said.

He does not know what has become of Fatima or their child.

Eugene’s family property was torched by his girfriend’s relatives when they found out Fatimah was pregnant, and Eugene and his father were thrown into jail.

Eugene was flogged for four days before managing to escape after his father paid a hefty bribe to his mullah-jailer to leave the door of his cell unlocked.

The mullah had his throat slit in a public square after it was discovered that Eugene had fled. He got a lift on a large truck headed for the Nigerian capital, Lagos where his uncle lives.

“My uncle decided I must leave Nigeria,” said Eugene.

From Lagos, Eugene managed to reach the northern Italian port of Genova aboard a container ship owned by a company that a friend of his uncle’s in Lagos worked for.

“I didn’t know where to go, but an Italian woman in Genova helped me. She bought me a train ticket to Turin, gave me 10 euros and told me I might find work there,” he said.

“Italians have been doing good for me by helping me,” he stressed.

Via diplomatic channels, documents and photographs, Eugene’s main lawyer, Anna Rosa Oddone, has verified his story. She told AKI she is optimistic that Eugene will be allowed to stay in Italy.

The UNHCR in Italy, which includes representatives from the United Nations, the Italian government and the police, will rule on whether Eugene can obtain refugee status, political asylum, or humanitarian leave, meaning he could stay in the country initially for up to 12 months.

If his recourse to UNHCR fails, Eugene can apply to the Italian courts but will have to do so in absentia, as he will be deported immediately.

Italy has played a part in succesful international campaigns to save two Nigerian women sentenced to lapidation under Islamic law. Amina Lawal, a Nigerian woman sentenced to death by stoning for having a baby as a result of consensual sexual relations while divorced, had her sentence overturned and was freed in 2003.

Safiya Husseini was sentenced to death by stoning for adultery in 2001 but was later acquitted on appeal and in 2002 was made an ‘honorary’ citizen of Rome.
