Vet, the dateline on this story was FLORIDA. Your average solid citizen isn’t throwing plastic bags full of hundreds around. Why, are you suggesting that this was Grandpa’s pension money? Be serious. You’ll notice that prior to this discovery there were no public screams from lovely suburban people crying that they had lost $65 thousand they’d saved up painfully through years of hard toil. Yes, I’m sure it was drug money.

It turned out the money had fallen off a Loomis armored car half an hour before... I can hear W.C. Fields saying:

Unless it was stone cold obvious where the money came from, I don’t think I would have turned it in. I just can’t see myself handing $65k over to the government.

I would have a very difficult time giving found money to the government. If I found that much I think I’d hang on to it myself and conduct my own search for the rightful owner by simply keeping my eyes pealed for stories about someone bag of money being missing.

Off, not from or out of, but off; sounds like someone set the bag on a bumper, fender, etc. (top is probably too high to be convenient) and forgot about it. The worst I've done is the occasional soda.
Though I suppose it could have been intentional, hoping to retrieve the fallen bag later.
