Belgrade's actions against the Albanian terrorist KLA were far less of a threat than the earlier wars in Croatia and Bosnia (where there was no NATO intervention to speak of). The conflict itself couldn't have spread beyond the immediate zone(s) of operation within Serbia's province of Kosovo (itself a tiny area). Then NATO stepped in and started bombing bridges and residential areas in northern Serbia, for example; a stone's throw from Hungary (?!?).
The Kosovo issue was blown way out of proportion. Not to mention that certain Western governments did everything they could to start a war against Serbia.
