CA: Motorist fee increases signed by governor (It's not a TAX, it's a FEE increase. Thx Gubinator!)

SACRAMENTO — Acting on the last batch of bills from what experts called a disappointing regular legislative year, Gov. Arnold Schwarzenegger on Sunday signed into law a controversial increase in motorists' fees that is intended to raise millions to develop alternative fuel and clean-air technology.

Consumer advocates condemned the bill for putting the costs on the backs of motorists rather than oil companies.

Schwarzenegger also signed what became known as the "toxic toys" bill, which makes California the first state to prohibit the use of chemical compounds called phthalates in products designed for children under 3 years old.

Making his way through the final 153 bills, the governor vetoed legislation proposed by state Senate President Pro Tem Don Perata (D-Oakland) that would have allocated $611 million to work on solving the state's water problems.

Schwarzenegger also vetoed a bill allowing the distribution of condoms to inmates in all state prisons, but said he would allow a pilot program at one lockup to see if it helps reduce the spread of HIV.

He also signed a widely criticized measure allowing the owners of Staples Center in Los Angeles to access millions of state dollars earmarked for affordable housing-related programs in order to improve streets near the sports facility.

The governor's last signatures before Sunday's midnight deadline provided an anticlimactic end to a rather fallow year for the executive and the Legislature, some political observers said.

"It was a not particularly productive year," said Raphael J. Sonenshein, a political scientist at Cal State Fullerton.

I am not savvy to much of California politics, so I do not know exactly what is going on. However, I wonder this: It seemed like the GOP bigwigs in CA never really took to Arnold. That they kind of left him out of their clique.

If this is the case, and he instead became closer to Dem lawmakers, it would seem entirely expected that he would start to lean more leftward.

LOL! Where do these Communists go to school anyway? America? That would make sense since people today are dumber than rocks when it comes to E 101.

Exactly where would the money come from if they put the costs on the oil companies?

Arnold was really busy with his pen.

He also signed SB777. which bans anything in public schools that could be interpreted as negative toward homosexuality, bisexuality and other alternative lifestyle choices.

There are no similar protections for students with traditional or conservative lifestyles and beliefs, however.

One more thing:

If you GOP and conservative voters of Ca vote again for this quisling then you deserve everything that you get.

The first time was totally understandable, but we all know exactly what this guy is now.

For Christ's sake, even if you had Bustamonte, you could lay the blame for the fallout, sky high taxes, fees, and other costs squarely on the liberal trash that infests that state, but now Arnold has done incredible damage to the state GOP as well.

Benedict Arnold, indeed.

A real life, worst case scenerio.

My car licensing costs really dropped when I moved to Idaho. California was sucking almost $500/year per car. Idaho takes $53 for 4 years per vehicle. I'm also freed from having to pass a Smog II every 2 years on my 914. I wasn't even driving the car and still ended up paying $1200 to get the damn thing tuned up for a pointless smog test. I've spent more on tune-ups to pass Smog II than I paid for the damn car. Thank God I left California.

My car insurance costs dropped way down too. The high rate of auto theft in San Diego really drives up insurance rates in that area.

He also signed another bill giving mothers 60 days to ANONYMOUSLY drop off unwanted babies at fire stations and other designated unwanted baby drop off areas' rather than the 30 days previously allowed. I guess this is to allow extra anonymous "bonding time".

But if you dare try drop of a box of kittens anonymously, you'll be charged with cruelty to animals, and go to prison for two years. But, it's only a stinking human baby, so no crime there. what a sick, disgusting state.

Should have just dumped half a tank of ethanol (mix with half tank premium gas) in the tank. it would have passed no problem.

This is why everything I own is registered in Arizona at my other home. $36 every 2 years registration,no smog checks,.

They say that Steroids causes testicles to shrivel, well Gov Shrivers must have fell off completely.

?????????????????????????????????????????????

Do they really EXPECT the oil companies to ABSORB this reduction in their already lucartive profits?? It will just be passed on to the consumer.

Better to provide tax incentives to companies involved in alternative fuel development and research. But when you sleep each night with a KENNEDY, it can warp your mind
(and probably other bodily parts too.)
