You have to understand, these orders always come down at the end, or near the end, of wars. During the Vietnam War, uniform restrictions remained in force but there was a great deal of evasion, which was not punished. As the War ended, the Corps began to tighten up uniform regulations, as well as restrictions governing the length of hair.
Most Marines understand the tightening of regulations and adjust. Its the public that has a hard time with the change.
