A bill that could make it illegal to glance at a naked neighbor is moving forward in the City Council, despite objections from the New York Civil Liberties Union and some council members, who say it is overly broad and could criminalize innocent behavior.
Council Member Peter Vallone Jr. said he introduced the bill to fight back against perverts, such as people who stand at the bottom of a flight of stairs and look up women's skirts.
Mr. Vallone said he has met with Speaker Christine Quinn about the legislation and said that although she told him she has reservations about it, "we both want to make sure the worst of the worst are stopped."
"We don't want to capture any innocent behavior or even behavior that we might not like, but shouldn't be criminalized," he said. "The drafting of the language of this bill has to be done very carefully and we're actively looking into ways to best limit its scope so it will still capture the perverts we want it to capture without endangering anyone looking out their own window."

So if I walk passed a window on my way to the shower and a neighbor calls police to complain about my ‘exposure’, the neighbor could face charges? Sounds good to me!
So, they’re onto my “stairs” trick... Looks like it’s back to the ol’ mirror-on-the-shoe routine.

Perverts shouldn’t be looking up skirts. But maybe skirts should be longer.
I visited my son’s college this fall. We were sitting on the curb when a girl friend walk by, kneeled down to talk, and showed everyone her underwear. She tastefully put her hand in her lap but I had to inspect my shoes to keep from getting an eyeful.
With the fashionable skirts so short as they are, I have to assume girls want people to look at their underwear.

If only they were wearing underwear, it wouldn’t be so bad.
I don’t know if they necessarily WANT you to look. More probably they don’t really care. With undie ads everywhere, even billboards and TV, seeing a glimpse of underwear is really no big deal. It’s the ones that don’t wear any undies that want you to look. Anything for attention I guess.
