Good Lord! This is the first I’ve heard of this after Quebec announced a daffy plan like this. In the case of Quebec, they announced that a person wanting to BBQ should get a license for some amt of money in order to pollute the air.

Sure sounds like Algore’s carbon credit scheme.

"We feel they listened to our concerns and came up with a reasonable compromise," said Kevin Westlye

I don't know the history of SF pollution but I do know that Arizona would have failed the particulate matter test in 1700 or whenever.

As a recently-arrived Okie, my biggest culture shock upon arriving
at UCLA was..."The Bombshelter"
That's the outdoor food court in the south campus (Sciences) area.
And the place SMOKES with grills like no-body's-business!!!

It was like I went to a hip West Coast campus and a Texas barbeque
broke out!

...said Jack Broadbent, chief executive officer of the Bay Area Air Quality Management District.

Jack, Jack, Jack. The Party awarded you a sinecure. Don't you get it? Go drink your Victory gin, solve your chess puzzle and shut your bloody pie hole.

What about all the soot, CO2 and toxins blowing across the Pacific from Chinese smokestacks into Contra Costa County? It sort of eclipses the smoke from a few barbecue joints.

Yea, but China provides us all the fine lead-based painted toys and other poisinous products. Some dispensation should be made for their providing those services.
