Better yet, u cant halt a program that was never started. and if they tried once they will try again if big time pressure isnt applied.

Bush also mentions that 11 of 12 appropriations bills remain unpassed. "Holidays are approaching, the clock is ticking for the United States Congress..."

I have been one of the biggest Bush supporters of time, but man it just gets harder and harder every day to stand up for him. This administration seems to just not have good intel at all.
