This could be to strategically corner the world Uranium markets and limit the amount of Uranium available on the world market. Why not buy it up? Raise the price — Less for terrorists to get their hands on.

Gee, Gulf Oil tried this in the '70s (some say at the behest of the Canadian government). Legally, it didn't turn out well.

Uranium is not a commodity, very different when you have a controlled material. The buyers are limited and surpluses are not available. The IAEA is supposed to monitor each sale. All this would do is stockpile Uranium in the US, not a bad idea if you ask me, and cheap in the long run.
Oil is not like that ...
