Suppose that smuggler thugs stole Mexican military equipment and uniforms, so that the USA would be hesitant to get in a firefight, which could develop into a major international problem.

I do not know of any efforts by our government to even try to get to the bottom of these incursions. To counter what my devil’s advocate persona wrote above, in some cases the Mexican government people themselves might be the smugglers.

One of the incursions of Mexican officials was straight into the White House, where said official remains in charge of the US.
