It looks to me like he is with the U.S. Lifesaving Service. The lifesavers — or surfmen — of the USLS became the Coast Guard about 1915, if memory serves.

If the insignia are continuous then this is a Navy Chief (E-7)

Navy Chief, E-7.

He’s got the Chief’s anchor on his cap too.

Those are Naval Chevrons, (they’re upside down which is different than Army and Air Force enlisted rank insignia.) The Helmet Insignia looks like, but is hard to see, an anchor through the world. That would make the uniform that of a Marine, Hoo Haa!

Either Lifesaving Service or Lighthouse service. They were merged into the CG early on.

The person is a US Navy Chief Petty Officer.

My best guesses as to his rating are (in order) Yeoman, Storekeeper,Gunner's Mate, Boatswain's Mate.

Right Arm Chevron = Deck Ape - one of four possibilities - Boatswains Mate, Gunner’s Mate, Quartermaster and I forget the other one.

It is a Petty Officer's Insignia, circa WW I
