It looks to me like he is with the U.S. Lifesaving Service. The lifesavers — or surfmen — of the USLS became the Coast Guard about 1915, if memory serves.

Those are Naval Chevrons, (they’re upside down which is different than Army and Air Force enlisted rank insignia.) The Helmet Insignia looks like, but is hard to see, an anchor through the world. That would make the uniform that of a Marine, Hoo Haa!

My best guesses as to his rating are (in order) Yeoman, Storekeeper,Gunner's Mate, Boatswain's Mate.
