Officer disciplined but not charged for tasing civilian

A Shreveport police officer was suspended after being caught on camera tasing a man in a clearly unprovoked incident.

Surveillance video from outside a downtown riverfront nightclub shows Carnado Brown getting tased from behind by Officer Ryan Robinson this past summer. Brown was talking on the cell phone when he was zapped with the weapon, which is supposed to be used as a non-lethal way to immobilize a combative person.

Robinson was suspended without pay for 45 days but no criminal charges were filed against him. A Police Department spokeswoman on Thursday refused to discuss the incident, saying it was a personnel matter. Police Chief Henry Whitehorn, who was not in office at the time of the incident, said this evening that under terms of the police officers' "bill of rights" law, he believes it is too late for city police to initiate a criminal investigation.

Brown's lawyer questioned that interpretation of the law and said he would look into it.

Brown was working the door at Kokopelli's nightclub on July 1. A group of police officers outside the club initially thought he was a customer trying to slip in, but then recognized him and backed off. Robinson then came out of the group and, without warning, tased Brown from behind. The video shows the officer look around to make sure his colleagues weren't watching, then zap Brown.

Robinson, who decided not to appeal his suspension, is back on patrol. An attorney who met with Robinson about his case declined comment. Brown said he thought Robinson should have been arrested, even if he was just horsing around when he tased him.

Brown's lawyers have notified the city they expect to file suit over the incident.

In this type of case, the local police should never be counted on to file charges. Federal civil rights charges should be filed against the officer through the U.S attorney’s office.

One set of rules for the little people, another set of rules for the “authorities.” Battery is battery. Assault is assault. Murder is murder. Unless, of course, the criminal is hiding behind a badge.

Honest, responsible government? In Louisiana?

Stories like this are just one more reason to live in a big city. In towns like New York and LA, where there are media eyes everywhere, there's always a chance that a crusading DA might come down hard on a crooked cop in order to score points with the voting public. In out-of-the-way burgs like Shreveport, however, no DA in his right mind is going to piss off the Blue Army by busting a cop. Bad things happen to people who go against the cops in places like that. Not only would a DA risk losing his job, status, and perks in such a situation, but... well, as the song says, "You can sho' get lost in the Lou'siana bayou..."

I live in Houston, one of the biggest cities in the country. The DA has an R behind his name but I haven’t voted for him in many years.

He was is going out of office in scandal. And he opposed the gun rights of citizens. He said he’d prosecute people doing as the state legislature voted they could (people who are legally able to own a gun carrying that gun in a car without a concealed carry permit) as felons.

Don’t count on the DA to save your tail from abusive officers.

I think our chief of police always gave Fox News (local affiliate) a cold shoulder when he was shown cops speeding and driving agressively when not on call.

Your big cities are corrupt.

The LA police department was corrupt. Look into their history with John Holmes (the porn star and murderer).

So if the civilian tazed Robinson would the outcome be the same?

Jackbooted thugs are out of control.
What ever happened to "Serve and Protect". Sounds like it's slowly turning into cow, taze, intimidate and abuse - seize property if at all possible.
