New Orleans Mayor Ray Nagin and Police Superintendent Warren Riley on Tuesday used the floor of the Superdome to display more than $1 million in new armament and other equipment, largely for use by the SWAT squad in emergency and riot situations, including a fully equipped mobile command post, two armored cars and modern assault rifles.

The local LEOs have multi-million-dollar robotic bomb detonators, SWAT teams that make U.S. combat-infantry squads in Iraq look like Boy Scouts, and APCs that sit, rusting away, in the county garage. Meanwhile, there is no money to fund extra foot patrols downtown where *every* night thugs from the adjacent housing project rob and assault people walking home from the bars and restaurants.

My dad taught me gun safety at a young age and that included control the direction of your muzzle, never point a gun at something unless you intend to shoot it, never play with guns, always assume every weapon is loaded.

I’ve lived in New Orleans my whole life — spent my share of time in the VC — and have never once heard that come on.

Some questions pop to mind after reading the story:
Now that the cops have new weapons, will they return those illegally seized from private citizens after Katrina?
Does this mean that no mass desertions from the NOPD can be expected if there is another large natural disaster?
Will that police officer ever hand Mayor Nutjob another weapon to model?

Years ago I took a fellow out shooting who grew up on LI,New York. He had the same look Nagin has when he was shooting my 30/30. After he squeezed off his five rounds I took the gun from him and NEVER took the fool shooting again!
It’ll all be under water and rusting with then next major storm.
These guys just love the glamour of shooting druggies and playing adrenaline cowboy. If they were serious about knocking out crime, they’d focus on the sewer. But that’ll never happen, it’s not glamorous enough.

This is both wonderfully practical and totally hilarious: A couple of Oregon scientists developed a technique that lets you take a teaspoon of water from a city’s sewer plant and detect which drugs the population is currently using. It’s based on a simple point: Every drug you take eventually comes out in your urine, and a community’s urine all goes in one direction — down the toilet.
They’ve only tested a few different cities, but the regional differences are intriguing:
One of the early results of the new study showed big differences in methamphetamine use city to city. One urban area with a gambling industry had meth levels more than five times higher than other cities. Yet methamphetamine levels were virtually non-existent in some smaller Midwestern locales, said Jennifer Field, the lead researcher and a professor of environmental toxicology at Oregon State.
The ingredient Americans consume and excrete the most was caffeine, Field said. [snip]
She said that one fairly affluent community scored low for illicit drugs except for cocaine. Cocaine and ecstasy tended to peak on weekends and drop on weekdays, she said, while methamphetamine and prescription drugs were steady throughout the week.
This is, of course, largely being viewed as a technique for urban-health analysis and crime prevention: By knowing which drugs are on the rise in a particular city, doctors and police can help prepare for the health implications, and try to combat them. But just imagine the more sordid uses of the information! Like the bragging rights these tests could give to urban decadents, or even travel guides. “New York City — highest per-capital use of injectable heroin in the nation!!”

Scientists are drug-testing whole cities through their sewage systems. Concept: “community urinalysis.” Sample required: 1 teaspoon of wastewater. Drugs targeted: cocaine, meth, pot, oxycodone, and 11 others. Ten cities have been tested so far; more are in the works. In addition, “The U.S. Office of National Drug Control Policy has obtained samples from a dozen different waterways.” Official purpose: Tracking drug use collectively so we don’t have to target people individually.
