More illegal immigrants are rushing to file taxes

Illegal immigrants are pouring into tax-preparation offices and nonprofit agencies across Massachusetts and the nation to file state and federal income taxes, taking a step that some might deem unthinkable: giving their name, address, and financial information to the government.

While typical American taxpayers are wary of the Internal Revenue Service, illegal immigrants see the IRS as a friendly agency that could help in their quest for legal residency.

The IRS created nine-digit individual taxpayer identification numbers, or ITINs, in 1996, to better track the tax returns of those who are ineligible for a Social Security number. Most taxpayers who use ITINs are believed to be illegal immigrants, though some legal residents - foreign investors, for example - also have them.

In Massachusetts 39,221 ITIN holders filed taxes for the 2006 tax year, up 20 percent from the previous year. Nationally, more than 2.1 million such taxpayers filed in the 2005 tax year, the most recent year available, up nearly 37 percent from the year before.

Illegals contribute a paltry $33 per head in taxes. But together they siphon off over $10 billion a year from the federal budget.

Anyone who wants to laud these illegals for "paying taxes," has some serious math to do before cheering.

Of course the IRS wouldn't dream of turning them in to ICE any more than ICE can be bothered arresting an illegal in a protest parade.

The increase in filers could also mean that the number of illegals is increasing and/or they are filing in anticipation of a coming amnesty now that all three remaining candidates, McCain, Hillary, and Obama all favor amnesty.

They cannot claim the Earned Income Tax Credit, which can be $4,700 for a family of four earning less than $12,000, and they cannot claim a new tax rebate just approved by President Bush. Missouri and Kansas also refuse to give state refunds to taxpayers without a Social Security number.

Disgusting.

The IRS should be required by law to turn over all contact information for any illegal to ICE. If legal citizens must live in fear of the IRS, then so should illegals.

IIRC, the bill was changed so that you could not be sent a “check” if you use an ITIN number, just if you use a SS number.

Question on that. I have been told they do file for EITC. What would stop them if they are fileing a 1040 anyway?

Based upon the article I’d guess they’d use the ‘your individual taxpayer identification number’ as described in the article.....

They are using a nine digit identification number instead of a SS number. Taxpayers with the nine digit number are ineligible for the EITC and rebate checks.

Or they want the 300 per kid rebate money that goes to American citizens, though not the per adult rebate. You have to file a tax return to get it.

LOL, from reading the article it sounds as if there is something about these numbers that makes them different from SS numbers — maybe a certain numerical prefix?

Anyone know when our Social Security Dept. start issuing #'s & cards to illegals that are clearly marked "NOT VALID FOR EMPLOYMENT" ????

What is the purpose of a SS# and card if you can't work here 'legally' ??

We received a replacement card, & one of the tidbits on the back reads....

"If you are an alien without permission to work in the U.S., your SS card will be marked "NOT VALID FOR EMPLOYMENT". We will notify U.S. immigration if you use this number to work".

Having an acquanitance that prepares some of these ITIN-numbered
returns for clients (surely illegals)...
I get the feeling that depending on the particular illegal, the
positive is that they want to look as legit as possible with an
eye to eventual amnesty...and negative as to be documented to
facilitate amended returns to claim prior-year Earned Income Tax
Credit, Child Tax Credit, etc, etc.

Your question sent me hunting. From the IRS website:

What is an ITIN? An Individual Taxpayer Identification Number (ITIN) is a tax processing number issued by the Internal Revenue Service. It is a nine-digit number that always begins with the number 9 and has a 7 or 8 in the fourth digit, example 9XX-7X-XXXX. IRS issues ITINs to individuals who are required to have a U.S. taxpayer identification number but who do not have, and are not eligible to obtain a Social Security Number (SSN) from the Social Security Administration (SSA). ITINs are issued regardless of immigration status because both resident and nonresident aliens may have U.S. tax return and payment responsibilities under the Internal Revenue Code. Individuals must have a filing requirement and file a valid federal income tax return to receive an ITIN, unless they meet an exception.

UNLESS, they are using a false SSN (as thousands do). In such cases, computer logic will allow EITC, tax refunds AND "TAX REBATE" payments to go out to the FIRST PERSON FILING ON THE SSN! Subsequent filers are sent a rejection notice

This occurs each year in many thousands of cases. It eventually is sorted out as to WHO is actually entitled to file under the SSN, BUT..., the sorting out process can sometimes take many months if not years!

No, that does not occur. The Social Security Admin. has nothing to do with IRS ITINs. ITINs are issued in the form of a letter to the applicant from the IRS.

The Argentine woman,... she said she was glad to pay her share. The government helped her recently, she said, by paying for an operation when she fell ill.

So she paid $500 in taxes, then she gets a rebate and a free $50,000 stay at the hospital.

I wish OUR government would treat its own citizens that well.

IRS is in it only for the money. They care only about collecting collecting collecting more. If illegal aliens want to pay taxes they will gladly accept the money and not rat them out

No SS# is needed. The IRS gives illegal invaders an ITIN number for identification purposes

Partially... the Social Security Administration DOES issue SS cards to applicants who are not citizens or legal aliens BUT, such cards are printed with a statement taht the holder is NOT permitted to work. These cards ARE NOT ITINs but a specially coded series of SS cards and, I am not sure whether the practice continues today.

The IRS is FORBIDDEN by law, that is, Congress, from turning over any any information whatsoever on illegals to law enforcement. Ditto Social Security Nothing to keep Congress from changing this.

As noted above, nonresidents can get ITINs and "no work" SSNs. Neither authorizes an alien to work in the U.S. of A. Thus neither can be used for rebates or earned income tax credits.

ITIN says just pay the darn taxes, period. The "no work" SSN says use this to get your(!) benefits from U.S. taxpayers (What a deal!).

ILLEGAL aliens (and some here legally) do of course try to misuse both.

For years and years a few of us have written about the Earnings Suspense File (ESF). There you will find the names, addresses -- everything needed to ID the actual hundreds of thousands of businesses employing ILLEGAL aliens -- all the while MSM employees quoted one politician after another saying "We need shiny new laws! We need high-tech ID cards that that go PING!"

FINALLY! about a year ago -- and after more than a decade of SSA testimony about the ESF Congress got it.

They finally had some one explain to them (in simple language) the SSA and IRS "no match" letters that go out by the millions each year and straight to the circular file -- until now.

BTW, selective service requires ILLEGAL alien males to register -- though SSS is careful to assure the ILLEGAL alien that no information is used against him. How many ILLEGAL alien males register? I wonder.
