China: Rich `culprits' on Climate Change

UNITED NATIONS (AP) — Negotiations on a new treaty to fight global warming will fail if rich nations are not treated as "culprits" and developing countries as "victims," China's top climate envoy said.

The whole world must take action to confront climate change, but developed countries have a "historical responsibility" to do much more because their unrestrained emissions in the past century are responsible for global warming, said Ambassador Yu Qingtai.

"The United States and the developed states as a whole are the countries that created the problem, caused the problem of climate change in the first place. In my view, that's what a culprit means," he said in an interview this week on the sidelines of the U.N. General Assembly debate on climate change.

The United States and China are the world's biggest emitters of greenhouse gases blamed for global warming.

Washington has argued it should not have to cut its emissions to a level that would hurt the U.S. economy while countries like China and India are not required to make similar cuts.

Yu disputed that view, calling China "a victim" of climate change and stressing that its economy only started to grow in the last 25 years.

"It's not logical to ask China ... to cap its emissions or reduce its emissions in the same manner as a developed country is supposed to do," he said.

Yu said the principle of "common but differentiated responsibilities" for developed and developing countries was accepted in the U.N. Framework Convention on Climate Change.

It is enshrined, he said, in the 1997 Kyoto Protocol, which set binding targets on industrial countries to cut emissions of carbon dioxide and other gases while exempting developing countries like China and India.

The same principle must be "the essential foundation" of the agreement that will replace Kyoto when it expires in 2012, he said.

Wealthy nations are "the culprits, the countries who are responsible for the creation of this problem," Yu said. Developing countries are "victims ... (that) face the common task of achieving economic and social development so that their people can enjoy a better standard of living."

In December, delegations from nearly 190 countries agreed at a U.N.-sponsored conference in Bali, Indonesia, to adopt a blueprint for controlling global warming gases before the end of next year.

Yu said that agreement reiterated the principle of different responsibilities for rich and poor nations.

If it is abandoned, he warned, "people will just disperse and go their own ways and do their own things. So this principle is the very foundation for international cooperation."

The Kyoto pact requires 37 industrial nations to reduce greenhouse gases by a relatively modest 5 percent on average. The Nobel Prize-winning U.N. Intergovernmental Panel on Climate Change said last year that greenhouse gas emissions should be reduced by 25 percent to 40 percent below 1990 levels by 2020 — and by at least half by 2050.

The Bush administration opposed the Kyoto treaty, but signed on to the agreement reached in Bali.

While the total amount of emissions in China and the U.S. may be the same, Yu said, China's population of 1.3 billion is four times the population of the United States.

"No one can expect China to accept that an American, for no other reason than being born an American, should enjoy an emission entitlement right four times as (large as) the Chinese. That is not right," Yu said.

Watch for "U.S." corporations to back the Chi-Coms' efforts to remain excluded from Kyoto and other agreements' restrictions. Red China has many of "our" major corporations by the short hairs.

I recall a KSFO interview with Bill Gertz where Mr. Gertz stated that "U.S." corporations doing business in Red China are expected to lobby Washington on Red China's behalf.

DEEP FREEZE IN WESTERN GREENLAND 2-15-08

The ice between Canada and southwestern Greenland has reached its highest level in 15 years.

Minus 30 degrees Celsius. That’s how cold it’s been in large parts of western Greenland where the population has been bundling up in hats and scarves. At the same time, Denmark’s Meteorological Institute states that the ice between Canada and southwest Greenland right now has reached its greatest extent in 15 years.

‘Satellite pictures show that the ice expansion has extended farther south this year. In fact, it’s a bit past the Nuuk area. We have to go back 15 years to find ice expansion so far south. On the eastern coast it hasn’t been colder than normal, but there has been a good amount of snow.’

China and the Soviet Union along with the polluting Warsaw Pact back then were the number one polluters in the world.

This global warming issue has simply to do with a cult of freezing all activities that would tend to support the talented at the expense of the thief. It’s all in the wording of the cult. Warming is life, cold is unhealthy and death, and thus goes the metaphorical rhetoric.

It’s like that with these 20th century secularo neo-leftists. They all got there because of money. At least the French during the French revolution were a bit more grassrooted and not all basing their revolution on industrialization might, the way the hammer and sicle bunch is doing it.

These are incapable of sustaining a revolution that sustains itself for its own sakes, and not for theirs. They are going to get a rude wake up call one of these days about who is in charge.

My Chinese students are always talking about “China is a developing country” I got so tired of this that I actually looked up on the WTO web site what a “Developing Country” is. Come to find out its any country that says “We are a developing country” and no other country protest.

I am in China and most of China is developed. Perhaps not always to the standard of the U.S. but to the standard of many other countries. How long will we allow China to make this claim. When will China be “Developed” we hear all the time about how China is the 2nd largest this or has the 4th largest that, when it comes to economies.

I say we should not put China in the developed country list anymore. They claim to be a world power now, they are putting people in space, going to the moon, holding the Olympics. Are these things we allow a developing country to do. No.

You said what I have been thinking for some time, I would love to ask Algore and the UN this question, is a nation that has nuclear power, nuclear ships, a space program, a robust industrial base and a 100 billion+ dollar trade surplus with the US a “developing” Nation, yup thats China sounds like its developing. I think the UN’s definition of a developing nation is any nation with a smaller economy that the US, which of course is everyone. The idea that if the premise of global warming based on CO2 is true that you are going to let “developing nations polute their way to prosperity and then correct the problem is ludicrous, this is plainly a destroy America first plan, oh by the way go Arctic Ice Sheet, apparently you have not been following the global warming crowd, and where the heck were all those dog gone hurricanes the last 2 years, damn

The Sun is a variable star.

The eccentricities of Jupiter's orbit and that planet's mass have more effect on "our" climate than anything any nation (except perhaps China's filthy and unaccountable 'economic expansion.' LOL.)

Wasn't it James Thurber's elderly female relative whom he reported vigilantly plugging up every electric socket in their Columbus, Ohio home because she was certain electricity was leaking out everywhere?

Then, there was his "The Day the Dam Broke," I think the short piece was entitled, wherein his entire town - beginning with one person running after a dog who mumbled "you'd think the dam has broken - was soon trampling for high ground.That Mass Hysteria focused into emptying the entire town, and finally disbursed with cleared throats and Mass Denial of any such event as their flight.

“Warming” implies a statistical, out of family, trend.
That is NOT what is occurring!

This is part of a statistically NORMAL cycle.

By the way, the fact that one of the 3 warmest years in the past 100, occurred in 1938, puts the lie to the “trend” concept. It does not matter how small the margin was that year, it is the FACT that it breaks the trend.
I appreciate your support, but I have no interest in giving up on the small points in this discussion, as it encourages those wanting to use this matter for social and economic change.

This is the key statement in the whole article. Carbon emissions are to be a right that must be allocated equally across the globe. This is the basis of world socialism.

Water rights law is complicated and varies on principles used but equal water is never allocated per person. Generally it's "first in time, first in right".

China's emissions are not limited to invisible CO2. Their pollution damage is much more significant.
