“Leasing the lottery would require approval from the Legislature and a majority of the voters.”

Here’s a novel idea! Why not vote to get rid of the Lottery rather than rehash the same old arguments we had from the beginning? We need a proposition as well to cancel out the voter approved proposition of 2004 sidelining necessary dollars for unecessary after school nonsense.

We need to say “Live and Learn”, and fix the problems as well we need to rattle cages to STOP SPENDING MONEY WE DON’T, AND WON’T HAVE WITHOUT BORROWING WHAT WE CANNOT PAY BACK.

What happened to the billions the state got from the tobacco settlement?

I don't know about CA, but a number of states exchanged the continued payments over decades for a large up front payment. They turned down future revenue for cash to fund their expenditures now.

It screws their constituents in the long run because the smoking related Medicare bills that the settlement was to compensate for will keep coming in long after the money has been spent on new entitlements, and they won't be able to fund those new entitlements in the future either.

So what's their solution? Take a different source of continuous income, such as the lottery, and trade a large portion of the future income from that for a large up front payment now. That way they can pay for more programs now, and be even more screwed in the future than they are now.

However, the Governors that come up with these idiotic ideas figure that when they run out of sources of future income for which they can exchange for up front payments, their terms will be over, and it will be a different governor's problem.

If things get really screwed up, the people will elect a conservative which will make the painful changes that are necessary and they will blame everything on them, and then start over again once the government is back on sound footing.

IIRC, both Prop 49 After-school-programs and Prop-73 stem-cell-research were were written such that they cannot be easily undone (if at all). The crooks are getting sneakier.

California did the same thing--and spent it.

So what's their solution? Take a different source of continuous income, such as the lottery, and trade a large portion of the future income from that for a large up front payment now. That way they can pay for more programs now, and be even more screwed in the future than they are now.

And they aren't stopping with the lottery. Think toll-roads, prisons, schools, etc. They'll sell off anything to satisfy their crack-like spending addiction.

“The crooks are getting sneakier.”

Just as an aside IIRC, not that many years ago California was the 5th largest economy in the WORLD. Actually that was during the Pete Wilson Governorship. I recently read that our Golden State dropped from the 7th largest economy in the WORLD to the 9th.

I’d say THEY are doing one “H” of a job.

Yep—California is sinking, ever-faster.

"More lies exposed."

I tuned out right after he promised to get control of state government, reduce the cost and size of government ("blow up the boxes"), and make it more accountable to the voters.
