Yeah, I read the whole thing. I'm not commenting on the content of the story. I'm commenting on the way the journalist worded the opening sentence.
Heil's statement is full of ambiguity. She hasn't said he's going to resign unless he retains full power. She only claimed that he's nearing a decision, but unless he retains full power, he will not be near making a decision.
Another way to read her comment is that he's nearing a decision to stay in power, but unless he retains full power, he will back away from that decision. In other words, he will only stay in power if he retains no power.
