Edgar A. Domenech says he thought Justice Department officials would welcome information about mismanagement at the Bureau of Alcohol, Tobacco, Firearms and Explosives.
Instead, the 23-year ATF veteran says, Justice officials ignored his complaints and later retaliated against him by demoting him, denying him a bonus and attempting to give him a poor job review.

Why do government employees get a bonus?
For doing their job.

Rather than for doing their job I think they get a bonus for not getting caught NOT doing their job.

Regardless of the laws about “whistle-blowing”, or whether or not the charges are true, anyone who does so should expect a backlash. Human nature.

I like whistle-blower laws because it is the only way to get corrupt government officials who rip off us taxpayers
One change I would like to see in WB laws is that the supervisors involved in retalliation can be sued, at their own expense, without government compensation....if they lose a judgement

Why do government employees get a bonus?
The short answer, at least in DOD, is that it allows you to recognize above average work.
This is needed since it is hard to punish below average work.
Otherwise the good folks are treated the same as the poor workers.
Think of it as a reverse fine, if you do poorly you arent rewarded.
