AMSTERDAM, 08/03/08 - The police's National Diversity Expertise Centre (LECD) wants sex allowed in all public parks in the Netherlands. The police institute has advised the cities to follow the example of Amsterdam, De Telegraaf newspaper reported Friday.
In Amsterdam's Vondelpark, owners of dogs let off the leash can be fined, but sex will shortly be permitted. "Why should we try to maintain something that is actually impossible to maintain, which also causes little bother for others and for a certain group actually signifies much pleasure?" says Paul van Grieken, the responsible Alderman in the Oud-Zuid district of Amsterdam.
Van Grieken confirmed that the plan to tolerate public sex in Vondelpark is part of a draft version of new rules of conduct for the city's best-known park. The regulations are to come into force after the summer. "Of course there are strict rules attached. Thus, condoms must always be cleared away, it must never take place in the neighbourhood of children's playgrounds and the sex must be restricted to the evening and night-time."
The draft memorandum says that fines will be maintained for dogs running around off the leash that, for example, cause nuisance to sunbathing or cycling users of the park. "The research showed that many people find this disturbing," according to the alderman.
LECD is now calling on Rotterdam, The Hague and Utrecht to tolerate 'cruising' gays in all their parks. In a letter to the administrators of the three cities, the police institute says that by regulating sex in public, the safety of homosexuals from 'queer-bashers' can be better guaranteed.
Thus, it says in the recommendations that "officers must not disturb the activities, as long as they do not cause any actual nuisance" and they would "only have to take corrective action if there is a question of actual offensive behaviour that is visible from the public path."
Homosexuals' organisation COC is pleased that the Amsterdam Oud-Zuid district is to be the first to tolerate sex in the Vondelpark. "Cruising is something belonging to all time and banning it does not work anyway. They do it surreptitiously and mostly without others being annoyed by it. But homos at cruising spots are often attacked. By now agreeing rules of behaviour on this, safety can be increased," according to COC Amsterdam chairman Dennis Boutkan.

They’ve had homosexual marriage legal 7 years now and they still have enough problems with cruisers(actually with the “gay-bashers”) that they’re actually advocating making public sex in parks legal. That’s obscene.

It’s certainly going to prevent their politicians from getting into scandals for being caught “breaking the law” by having anonymous gay sex in the park.
And why prohibit it during the day or at childrens’ playgrounds? Is this a public acknowledgement that it IS improper?

A two-week-long investigation by Johnson City police led to the arrest of 40 men for indecent behavior in city parks.
The undercover investigation, conducted primarily in Winged Deer and Buffalo Mountain parks, is just the beginning for authorities, who say homosexual activities there have become a serious problem.
Our parks are for family use. People should not be exposed to this while they are out there with their family or trying to enjoy the walking trails, said Johnson City Police Chief John Lowry. They are not built nor maintained for sexual activity, be it homosexual activity or heterosexual activity.
After receiving several complaints about illegal acts, undercover investigators spent much of September working to find problem areas within the parks and arrest those committing the crimes.
Part of this took place off the paved trails. Theres a thing out there (at Winged Deer Park) theyve evidently termed the Man Cave, Lowry said. Its a good way off the paved trail. Its underbrush thats grown up and resembles a cave.
According to investigators, men frequent the Man Cave at all times of day specifically to take part in sexual activities with other men.
During their investigation, undercover officers often would strike up a conversation with a man who was approaching the trail leading to the Man Cave. The conversation quickly would turn sexual and, many times, led to proposals for sex, police said.
Several men exposed their genitals to the officers, while a few even groped the investigators without being provoked.
Authorities said Monday they fear the two parks have become known, by word of mouth, as places for such illegal activity. Those arrested in the recent sting live in various areas of Tennessee, Virginia and North Carolina. They range in age from 26 to 85.
At least two of the men hold positions of trust within a community. Brent T. Leach, 52, of Johnson City, reportedly works as a teacher within the Johnson City school system while police said Robert E. Riley, 55, of Rogersville, is a pastor at a Rogersville church.
Of the arrests, 31 were made at Winged Deer Park while nine were made at Buffalo Mountain Park. Still, investigators said both facilities are equally infiltrated by the problem.
In an effort to eliminate areas of opportunity within the parks, authorities said they plan to destroy the Man Cave at Winged Deer Park, possibly with a controlled burn.
That comes as good news to Assistant City Manager Charlie Stahl, who complained about the inappropriate activity after witnessing it firsthand while on a tour of city parks in June.
Stahl reportedly walked into a bathroom at Winged Deer Park and saw two men about to engage in sexual activity. The men were removed from the park only moments before a child came to use the bathroom.
I can only imagine if those two men were not removed, what that little boy would have seen, Stahl said. Our parks are for families. Theyre not for this anti-social behavior. That is unacceptable and will not be tolerated.
Some of the men charged in last months investigation already have gone through the court system, while others still await hearings.
According to officials, all of the cases will be vigorously prosecuted.

This is why I appreciate the new movement to include “family” restrooms in some stores (Target does it)
Very large to make it accessible for a stroller, and a mom can bring her children into the bathroom without worrying about sending young boys into the men’s room alone.
This reminds me of Canada. Except our situation is that we have banned the smoking of cigarettes and cigars in most public places, however, our own government issues free safe crack smoking kits to addicts. Smoking crack in the street is ok, but smoking a cigarette is a no-no. Hey, makes perfect sense, right?
Build bleachers and make it a spectator sport. They can then charge admission and add an entertainment TAX. You know, a TAX for the children.
But just let them light up a cigarette afterwards, and it’s jail for them.
