Give me a break. Hope this kid’s family fights this nanny state business!! The punishment was way too drastic for the ‘crime’, for Pete’s sake.

OTOH, they want girls to have access to birth control without their parents knowledge and consent.
Now buying a bag of Skittles is a CRIME?
If the other child doesn't want to give it to him or trade something, why not let him BUY it from the kid?

This could actually affect the student’s chance of being accepted by a competitive college. I’d say it’s definitely time to sue the school. And, of course, enroll the boy in a private school.
