Four distinct elements are involved - though possibly taking place unconnectedly with each other, in reality - in the course leading to the anthrax letter attack: the AS supplier; the basic powder technology supplier; the origination of the subsequent powdery bacillus modeling; and the SSP producer. The first three might be completely innocent, according to the following clustering. Namely, the AS supplier (to either Basson, el-Hibri, or another "legitimate" intermediary) was a U.S./British laboratory; the basic powder technology supplier was Denmark's Niro; the origination of the powdery bacillus modeling was USSR/Russia, which preferred BT rather than BG, because the former is a much better simulant for BA spore powder; and the SSP producer - the fourth and cardinal element - was plausibly Iraq, thanks to having obtained and employed the first three elements together, thereby forming a superb integral in Iraq. Alternatively, Soviet or formerly Soviet institutions could constitute the first three elements altogether (or two of them), and al-Qaeda itself could be the intermediary (and the perpetrator, but not the SSP producer).
Notably, and in spite of continuing claims that no solid connections - including the contexts of CBW at-large, as well as the 2001 Twin Towers attack - existed between al-Qaeda and Iraq, the opposite has increasingly and firmly been emerging since the 2003 invasion of Iraq

The Anthrax Attack was obviously designed to shut down Dulles International, National, and Friendship airports, the main postal facility in DC, and Congress.
Due to some mishaps in mailing the anthrax most of it traveled to DC on the back of a truck rather than in the hold of an airplane.
The most likely suspects in the preparation and mailing of the envelopes are the 9/11 hijackers located in Boca Raton, Florida.
That also meant that individuals in Iraq's military or intelligence machinery knew about the 9/11 attack forthcoming, else they wouldn't have known to arm the same 9/11 hijackers with the anthrax.

We gather tonight, witness to events in the Persian Gulf as significant as they are tragic. In the early morning hours of August 2nd, following negotiations and promises by Iraq’s dictator Saddam Hussein not to use force, a powerful Iraqi army invaded its trusting and much weaker neighbor, Kuwait. Within three days, 120,000 Iraqi troops with 850 tanks had poured into Kuwait and moved south to threaten Saudi Arabia. It was then that I decided to check that aggression.

Why would an enemy of the US send anthrax to one of their own, a Democrat?
No doubt someone in the chain of command thought this would trick the evil Americans into believing the Jews did it.

I’m not buying it .The material in question was the result of a very organized & technologically advanced lab with access to lots of specialized gear & to put it bluntly the Iraqis were not at that stage.
From the various accounts not just from the mainstream media types but the technical experts of the current administration they were roughly at the stage of the Japanese Imperial army unit 731 in 1943-45.
Folks who could have in fact made this were the Cubans, while the Soviet Union was still a going concern
Dr. Ken Alibek who was the number 2 man in the Biopreparat organization ( Soviet cover for their germ warfare program) states plainly that the USSR gave to the Cubans samples of anthrax both in the weaponized form & frozen culture form along with training on how to weaponize the disease.
The attacks were not that large ie the method of delivery was not for the production of mass casualties but limited to widespread targets in the media & one attack on the political class.
The total amount of Anthrax delivered amounted to barely a couple of teaspoonfuls , This wasn’t an attack but a weapons system component function test I believe since the persons who carried it out gave warnings after the first test.

Remember that John Doe #2 in the Okalahoma City bombing was an Iraqi Republican Guard named Cdr. Hussein Al-Husseni, from Basra, Iraq.
The so-called right-wing extremists were just lily whites; frontmen meant to provide Bill Clinton with a red herring trail. And dumb ass took it, preferring to blame Republicans rather than follow the real trail after Saddam, a trail he knew as he had ordered the FBI, via a memo later ordered destroyed, to stop investigating all the John Doe connections.
The only reason we even know any of this is because of Jayna Davis’ book, the Third Terrorist.
Wow. How people forget. The anthrax was an Ames agricultural variety. That was published last year by the Feds and posted here at FR.
Also posted here at FR about two years ago was the story about how the Iraqi’s got a hold of it thanks to the German government. As a show of good will post-Desert Storm, Germany gave Iraq’s Department of Agriculture about a kilo of Ames anthrax (agricultural variety) so as to improve vaccinations for livestock. Saddam Hussein’s personal guards intercepted the package at the front doors of the Department’s headquarters. This information was from the then Department head when he was debriefed by U.S. intelligence offficers.
You can believe it or not. But the crap in the newspapers that Saddam Hussein had no connections to Al Qaida is a flat out lie.

Here is a news story from July 21, 2001, before 9/11 of last year, in the Iraqi news. The name of that particular newspaper is Al-Nasiriya. Quoting from it: Bin Ladin has become a puzzle and a proof also, of the inability of the American federalism and the CIA to uncover the man and uncover his nest. The most advanced organizations of the world cannot find the man and continues to go in cycles in illusion and presuppositions. It refers to an exercise called ``How Do You Bomb the White House.’’ They were planning it.
Let me read this to all the colleagues here:
“The phenomenon of Bin Ladin is a healthy phenomenon in the Arab spirit. (1) Capital City of the United States ~ by attacking the main post office (through the simple expedient of putting an address on an envelope) the theory was that the mechanization and automation equipment would become contaminated with anthrax and spread that contamination to hundreds of thousands of other mailpieces. That, BTW, demonstrates that someone who knew something about modern postal processing technology was part of the planning group.
(2) By attacking the Capital City of the United States through First Class Mail entered at a distant point (Florida), there was the opportunity to contaminate the three major airports serving Washington DC. Fortunately for us, and unfortunately for the attackers, everything went by truck ~ not by air.
(3) A secondary attack of similar nature was made on New York City, the world financial capital. Same scenario ~ enter mail pieces in a distant city ~ and when it comes to NYC I think at least one of the mailpieces was LOST IN THE MAIL. It's still out there gang.
That's just the cities. The attackers also expected the anthrax contamination to spread out from DC through the postal system to other post offices where it could contaminate tens of millions of potential victims.
It was a major attack ~ hardly a test.
The contamination of the postal facilities was not the primary goal of the attackers the fact that it happened was a lucky mistake .
The anthrax in question was in freeze dried spore form & treated with a form clay that counteracts static electric attraction which would cause the spore to cling to each other in clumps as opposed to a fine powder aerosol.
The Iraqi’s didn’t have this technical capability . The Iraqi’s were still at the thin skinned bomb casing fitted with a small bursting charge & filled with a mixture of live organism and growth media level of technology in their bio-war program
Also if you wanted a major out break the target to hit would be the New York subway system via the simple use of a anthrax spore filled container such as a light bulb dropped on the tracks a few minutes ahead of a train coming thru & just before rush hour this is what the Army Chemical did in experiments back in the 50’s & 60’s.
Another method of dispersion for maximum effect was to use a garden pest control sprayer used to spreading powdered insecticide on garden plants,also done experimentally by our own government back in the 50’s & 60’s this info is available at the public library.
The “attacks” were sent to specific individual targets ,if the object of the exercise is major casualties you don’t send a sealed letter to an individual target with a threatening note telling that targeted individual that they have just been exposed to anthrax. This is in fact what was done.
Also the list of targets were more than just a Congressional office building. They included a TV network local anchor person in New York City and the building that was used to publish the National Enquirer.
That is why I must disagree with your view that it was a widespread major attack .
The level of sophistication of the weapon component(the anthrax) is far & above what the Iraqi’s were able to produce & if the same amount of anthrax had been used in the fashion I have described the outcome would have been a great deal more horrifying than 2-3 dead & a few hundred people taking heavy duty antibiotics for three weeks.
A Postal Inspector examined (and presumably "removed") the tape from each recovered envelope and was able to fit all the segments together, end to end, to demonstrate that they were all created at the same time.
That's an incidental, but it's highly critical to determining if this was an organized attack undertaken by a group with a high level of knowledge of both postal operations in all areas as well as what happens when you put anthrax into a standard postal envelope for sale in postal vending machines.
Since the anthrax can seep out through those envelopes, you'd want to tape them up so that such seepage would and could occur at a reduced rate. That way, once seepage started the envelope could begin contaminating every place through which it traveled.
The standard postal 010 operation (facing canceling) begins its work on collection mail with the dumping tray where it's thumped to break it apart, and then facing it, and canceling it.
These are vigorous mechanical actions that would definitely initiate seepage if it had not already started.
They all occur at the entry post office or the MPC for that facility.
Ken even suggested the "hammering action" that occurs during handling by automated mail sortation equipment could serve to break the anthrax up into a fine powder.
Let's assume for a moment that Saddam Hussein's scientists had a couple of automated letter sorters available to experiment with ~ they could have determined the operational parameters necessary for the envelopes to work as anthrax distribution devices.
And, of course, when Saddam Hussein looted the Kuwait Main Post Office he acquired such equipment ~ state of the art, recently purchased, and with highly trained specialists (mostly Palestinian) on duty.
Case closed ~ !
