Quite a bit of difference between people of a sovereign nation whose borders were violated and nation absorbed into an oppressive collective and a group of people who were shamefully taken from their homes and sold into slavery. Our nation also went to war with itself over the issue. Also, African Americans are free to think, vote, live, and worship as they chose; the same cannot be said of the Tibetans.

China has a very large export industry for everything from small arms up to artillery pieces, and has been busy selling them for years.
Chinese made weapons are primarily responsible for the genocide in Sudan and other parts of Africa.
Chinese arms factories are busy turning out high quality advanced tanks, bombers, AWACS aircraft and fighter jets while their shipyards are busy churning out everything from frigates to ballistic missile submarines.
The only reasons why their most advanced weapons systems have not made much of an impact in the world arms trade are 1) they are busy using all their production to equip their own forces and 2) the strategic systems wouldn’t be offered for sale in any case.
