Anti-missile systems existed long before Reagan, and the technology that is being developed has been applied to so many arenas it is not even funny. I’m sure the author would have been more happy with another 120 billion sunk into ‘AIDS’ research, and not even thought a second about how that money could have been used for port defense.

In the late 1890s, Tesla conceived an electrical current by which countries could defend themselves from attack by land, sea, and air. He publically and privately offered to develop it for the US and finally Russia in the late 19teens. No one wanted to fund it.

So the idea has been around for a long time.
