I think it’s a lie. “The first First Lady since Pat Nixon” doesn’t have the same ring as “the first First Lady since Eleanor Roosevelt”. The Clinton White House wanted to make an equivalence between Hillary and Eleanor (and therefore, Bill and FDR).
