LBJ never wanted to win the VietNam war. And when the Commander in Chief is wobbly, that mindset telegraphs itself throughout the Chain of Command all the way to the bottom.

LBJ never wanted to win the VietNam war. And when the Commander in Chief is wobbly, that mindset telegraphs itself throughout the Chain of Command all the way to the bottom. True and worst, he hedged his "bets" in prosecuting the conflict because he was concerned over the cost of both Vietnam and his "Great Society" programs which we are still paying for to this day.
