Reminds me of Havana, where Castro moved very dark blacks out of the city in favor of whites, near-whites, and very light blacks on the outskirts. The commie congress there has few if any blacks either. Don’t know whether Fidel was playing to the tourists thronging the streets of Havana or whether he just didn’t like black people.
