Actually many companies have been working on using modified bacteria to turn waste into a refining feed stock. Notice I said “feedstock” as what most of the processes do is produce a hydrocarbon mixture that would have to be refined in some way to make fuels.
Making oil has never been a problem, making it economically has and that is where all the processes must succeed. No one questions the process, it works, simple chemistry, but whether it can brought to the market and compete is the real question. Unanswered question, that is.
