Surely the reporter laughed herself silly while she was writing this.

Los Angeles' DWP -- the dirtiest producer -- wants to be exempted from the mandate. They say it's not fair because privately owned So Cal Edison & PG&E are cleaner producers.

Lenin would approve. Go read the whole thing. I provide a few snippets howlers in my post below....

Surprise! It's really all about their socialist proclivities. Their biggest dilemma is that a private company might actually profit from the scheme!

---Those pesky little electrons are fungible...they're surprised that it will be difficult to track where they come from and where they go. The solution: more regulation!

To critics, the complexities of cap and trade recall the sort of wheeling and dealing that cheated California out of millions of dollars when it deregulated the power system in the late 1990s....state could collect billions of dollars a year from polluters..."A big pot of money means someone has to figure out what to do with it, and that involves politics."
---But trust us. Put everything in the hands of the state and rest assured that THIS TIME we really do know what we're doing. We won't let politics intrude. (Ya mean like favoring public utilities over private?)

AND---the piece de resistance:

Compromises are being discussed...."I don't see us coming up with a system that involves PG&E making a profit on DWP's misfortune. You could have an auction where the state keeps 5% of the revenue and 95% stays at DWP, as long as they show they will use it to reduce carbon."
LOL! Charge DWP---but let them keep the money and spend it on pollution reduction [approved by the state, of course].

In other words, they could avoid the cap/trade thing altogether and simply have the state regulate all pollution-related aspects of the industry. But then customers might hold the politicians responsible for rate increases!

I take it back. Even SNL couldn't have written a skit this funny.

This part isn’t too funny:

California’s battle over the design of this “cap-and-trade” system, which would also allow industries to buy and sell pollution permits among themselves, has erupted as Congress appears likely to adopt a similar market-based system nationwide.

It’s like a pre-emptive strike!

They know this isn’t going to work-—and will pi** off the public (voters). So let’s get ahead of the curve. When it fails they’ll blame it those pesky voters in other states and demand nation-wide regulation.

The big lie. There is nothing "market based" about artificial caps on production (supply) based on junk science and mandating participation in this scheme.

Yes, of course.

But the funniest thing about this article is that their cap-n-trade purity flew out the window the minute it ran up against the dastardly profit-making factor.

Another scheme thought up by those who brought us the Democrat primary rules!

The caps and trading market is one created by government, which sets the rules on who can participate. Its not a real world free market. Not even close.
