I hope this site isn't monitored by the FBI. What you are suggesting is a clear-cut violation of the Pure Food and Drug Act, or the Mann Act.
Puerto Ricans forfeited their right to engage in Mexican Standoffs when they accepted American sovereignty after the Spanish-American War, in exchange for Food Stamps and low-cost tickets to New York. They speak sort of Spanish, but wouldn't know a torilla from a hubcap.
