Mikhail Gorbachev has accused the United States of mounting an imperialist conspiracy against Russia that could push the world into a new Cold War. With Dmitry Medvedev due to be inaugurated today as Russian president, the Soviet Union's last leader said that the White House's claims of peaceful intentions towards its former superpower rival could no longer be trusted.
Delivering one of his most scathing attacks on the US, Mr Gorbachev told The Daily Telegraph that a US military build-up was under way to contain a resurgent Russia.
From Nato's expansion plans in the former Soviet Union to Washington's proposals for a bigger defence budget and a missile shield in central Europe, the US was deliberately quashing hopes for permanent peace with Russia, Mr Gorbachev said.
"We had 10 years after the Cold War to build a new world order and yet we squandered them," he said.
"The United States cannot tolerate anyone acting independently.
"Every US president has to have a war."
The 1990 Nobel Peace Prize winner's denunciation of the US mirrors the most belligerently anti-Western speeches of Vladimir Putin who is said to consult Mr Gorbachev on foreign policy matters.
Mr Putin may be switching jobs to become prime minister, but many expect him to remain the most powerful figure in Russian politics.
Mr Gorbachev hinted that the former KGB spy could still direct Russia's foreign policy, leaving President Medvedev seen by some as more liberal than his mentor to concentrate on internal matters.
Yet if Washington blames Mr Putin's self-aggrandising rhetoric for the worst crisis in East-West relations since the Cold War, for Mr Gorbachev the blame lies entirely with the administration of President George W Bush.
"The problem is not with Russia," he said, speaking at a friend's château outside Paris.
"Russia does not have enemies and Putin is not going to start a war against the United States or any other country for that matter.
"Yet we see the United States approving a military budget and the defence secretary pledging to strengthen conventional forces because of the possibility of a war with China or Russia.
"I sometimes have a feeling that the United States is going to wage war against the entire world."
Last year, Robert Gates, the US defence secretary, told a congressional committee that America needed to boost military spending to counter myriad threats including the "uncertain paths of China and Russia".
Those comments caused uproar in Russia, with pro-Kremlin newspapers claiming they heralded the start of a new Cold War.
Tensions have already been heightened by a US proposal to build a missile defence shield in Poland and the Czech Republic to counter a nuclear strike by Iran.
Mr Gorbachev, however, claimed the plans were an aggressive act against Russia.
"Erecting elements of missile defence is taking the arms race to the next level," he said. "It is a very dangerous step."
Relations have further deteriorated after Nato promised eventual membership to Georgia and Ukraine, a move interpreted by Mr Gorbachev as an attempt to extend America's sphere of influence into Russia's backyard.
"The Americans promised that Nato wouldn't move beyond the boundaries of Germany after the Cold War but now half of central and eastern Europe are members, so what happened to their promises? It shows they cannot be trusted."
For a man hailed as one of the heroes of the 20th century, Mr Gorbachev, now 77, often sounded like the ageing hardliners he struggled against in the Kremlin during the 1980s.
He railed against a "military-industrial complex" that he insisted was the "real government" of the US and, quoting a Russian documentary on state television, suggested that Margaret Thatcher had supplied weapons to Chechen terrorists.
Still, while Mr Gorbachev may be delighted by the rebirth of what many see as Russian imperialism, many wonder whether he approves of the way in which Mr Putin has eroded freedom of expression to such an extent that some claim glasnost is dead.
"I do not think that glasnost is dead in Russia," he said.
"There is a phenomenon in the West to criticise Putin's domestic record. But in Russia he has mass support. His popularity ratings are 70 to 80 percent.
"Is this not democracy?"

There are two sides to the issue of russia/US relations (something some posters here don’t seem to get), but much of what this guy is saying seems to simply ignore Russia’s transgressions on the same topic.
I wonder how his mental acuity is; many times formers astute leaders/thinkers become quite organic in later years and pretty much say things that baffle their former adherents.

I disagree with all of Gorbachav’s blather about creating a NWO. However, I think he is right when he says that America will be to blame if a new cold war starts. Yeltsin was very friendly to the United States. However, we didn’t help out much economically when the Ruble was collapsing and then we bombed Serbia (Russia’s traditional Ally) over Yeltsin’s objections and made him look like a weakling. We also made many statements which appeared to be taking the side of the Chechen Seperatists against Russia. We even came close to starting WWIII in Serbia due to the idiot Wesley Clark who ordered the British to attack the Russians and take control of the Pristina Airport. Fortunately, the British General was smarter and refused.
Putin came to power six months after the bombing of Serbia ended and he was determined to rebuilt the power and glory of Russia. At this point, Russia began to attempt to counter our foreign policy which infuriated many conservatives but probably was the right thing for him to do as the leader of another sovereign nation. Around this time we continued to push for the expansion of NATO practically to the gates of Moscow. This was a NATO that we had already proven could be an offensive weapon as well as a defensive pact. Finally, we pushed for a missile defense system which was positioned in such a way that it would intercept missiles from Iran overtop of Russia. And which might nuetralize Russia’s strategic missiles which it was relying on to maintain some respect in the world.
Now clearly Russia has done some things to create tension itself like helping the Iranians get nuclear power. However, at the end of the day we have been way more aggressive then they have. Unfortunately, most freepers won’t see this because they refuse to consider that we may be in the wrong. However, consider how we would have felt if NATO had collapsed and then Russia had added all of Western Europe and Canada to the Warsaw Pact as well as bombing Isreal over our objections. Wouldn’t we have taken those actions as serious threats?
You have good points. Here’s my take. I do agree with Gorby that both nations have squandered a massive opportunity for cooperation that would certainly have made the world a safer place. Everything else is garbage spewing from his mouth. And I can say despite GW’s foreign policy mistakes, the President spent an exhoritant amount of time to relationship build with Putin.
The U.S attempted economic dominance too fast, it was far to early to implement a plan for global economic prosperity in the newly formed information age and culture war.
The Russian’s overreacted to the EU’s expansion into prior Soviet States. They do not realize that you can compete for global dominance without violence but targeted killings of dissenters of Russian politics under Putin is not the answer, neither is jailing dissenters while confiscating energy and media resources.
America should not have been become so involved in Ukranian affairs and Russia sure as hell should not be assisting the mad mullahs of Iran with their nuke program any longer. We are now overreacting to there paranoia and support of Iran with missle defense. But considering the two major disputes, Ukraine/EU expansion vs. Iranian nuts with nukes, I would say it would be easy enough for America to back off of pushing EU/Nato membership if Russia withdraws all support for Iranian nukes.
America will also not start a war with Russia, MAD still applies and none of us want any part of it. I understand the need for Russia to rebuild it’s military. And both nations are cooperating brilliantly on civilian aircraft and space programs.
The real concern with Russia and China is that they created and continue to support Frankenstein monsters with Iran and North Korea. These pets drain our resources as intended, but like in the book, Frankenstein breaks free of bonds and goes on a rampage first on the townspeople and then on his master. Such will occur and the U.S. and Russia must work through these differences as we will certainly hold both Russia and China to account if/when the lil’ Frankenstein’s use nuclear weapons.
Oh yeah, one last comment - global instability in the energy markets is a bad business model long-term. Russia should move away from it and think more strategically in this regard.
Your points are similar to mine and they are dead on. You can say that with Serbia recently we should have thought through our endorsement on Kosovo, like three months of thinking on it and discussing it with the Russians to trade concessions one way or the other.

To surround and contain the threat posed by an aggressive revanchist imperialist enemy determined to undo the collapse of the EVIL EMPIRE they miss and have nostalgia for.
The Soviets lost the Cold War defeated by the USA, and to the victors go the spoils. Moscow's EVIL EMPIRE is no more and the USA will make sure it never returns! The free nations which escaped the Kremlin's embrace have no intention of returning to Russian servitude! They lost their "sphere of influence" and it belongs to us now. Yes it makes them angry. It is frustrating to be a sore loser. Their loss is our gain.
From a foreign policy standpoint, we are poking a lot sticks in the Bear's eye lately. They REALLY don't like great powers setting up bases on their borders. So far, just about every power from the Golden Horde to the British and Germans have launched attacks from those bases.
Now I don't think the US will do that, but the Russians stopped trusting anyone around 1000 years ago.
But the Russians are playing nice with Iran and Syria, who seem to be set on starting WWIII. So it isn't just us.
