TV footage shows police beating suspects

Philadelphia police, in shock over Saturday's murder of one of their own, are facing a probe over the violent beating of three shooting suspects by up to 15 officers - an arrest captured on video by a news helicopter hovering overhead.

The beating, Monday night in North Philadelphia, is seen on roughly one minute of an 11-minute video that Fox29 broadcast early yesterday and streamed over its Web site.

The three men beaten were suspects in a shooting unrelated to Saturday's murder of Sgt. Stephen Liczbinski.

Mayor Nutter and Police Commissioner Charles H. Ramsey yesterday promised a full investigation of the incident, which the commissioner said might be related to the stress police personnel are under as they hunt for a fugitive in Liczbinski's murder.

Ramsey said the officers in the Fox29 video would be taken off street duty as soon as they were identified.

Although police did not identify the suspects in the video, Center City lawyer D. Scott Perrine announced yesterday that he would represent all three at their bail hearings.

Perrine identified one suspect as long-standing client Dwayne Dyches, 24, and the others as Brian Hall and Pete Hopkins.

Perrine said they had been chased and apprehended without probable cause, and he called the beating "police conduct that should have stopped in the 1970s."

"This was one of the most reprehensible displays of police brutality I have ever seen," he said.

Perrine said all three had required hospital treatment. He said Dyches has a "baseball-size" lump and cut over one eye and was having difficulty moving one leg. "He had to have two officers helping him to walk out of the hospital," Perrine said.

The video looks pretty bad for the cops. I certainly can’t see anything that justified the use of that much force.

I couldn't tell what the suspect was doing, if he was fighting, etc. However, I've seen butt whippings and that was definitely a butt whipping.

You know, if it weren't for the 90% paycut, I would love to be a cop. Looks like a lot of fun, except for the part that involves getting shot at by gangbangers, bloods, crips, Latin King gang members and miscreants and not coming home to my family. I get to shoot bad people and not get prosecuted. Hell I would do that for free! (-: Reminds me of Frank Drebin's line from Naked Gun when he got fired...."And to think, the next time I shoot a fleeing suspect, I could be arrested."

From a philosophical standpoint these incidents are complex from a Conservative standpoint IMHO.

On one hand, we are for law and order and personal responsibility as a condition of a free society.

On the other hand, conservatives, libertarians, right wingers are naturally skeptical of Gubmint power and control and the abuses that it could lead to.

On the other, other hand these officers are human and emotion plays a role.

On the other, other, other hand this is pretty bad....why couldn’t they just taze him bro?

I guess what I am saying is....I don’t know....I guess I have a lot of hands.

He didn't after a while. I remember when he the great mistake of freep-mailing an honest male Freeper to try to get his help slandering a female freeper on the forum. The guy busted him wide open and OPH was banned. This followed another episode when he going after another female freeper. He was a really sweet piece of work.

Cops are bad, poor criminals are good and so abused by the cops. RME.

Waiting to see/hear/read more about this incident before I pass judgement. I’m more than aware that some cops are bad but in my experience, most aren’t.

I couldn’t see anything in that video that should convict a cop.

There is no way to tell if the perps were resisting from the angle and distance of the video.
They were on the ground but I couldn’t tell if they were proned out and not moving or were trying to get to get up from their hands and knees.

Personally, I’ll let the cops answer for themselves and will not second guess them if they say the perps were not compliant.

All the Philly cops should be grateful to the news crew that revealed the video before they filed their reports.

Now only a few will go to prison and Philly won't turn in to an LA riot.

Maybe Johnny Sutton can be loaned out to Philly, but which side will he represent?

Until I know all the details I’ll refrain from judging the cops and the criminals or alleged criminals.

All I know at this point is I couldn’t be a cop because I’d shoot, no questions asked first. Same as I am with my family and anyone who would attempt to harm them.

I know there are bad cops. They’re the minority, imo, and coming from a family of them, I know what my relatives are like. I also know what it’s like to be stopped and harassed by cops in philly - not a pleasant experience even for one in a family of cops. Could tell you a story about being stopped and it was awful for a while. I’d never just be on their side for any reason.

There are bad teachers, doctors, lawyers, etc. Doesn’t make them all bad, imo.

Broad brush and all that. :) If they violated anything, they should be held accountable, imo. They have to follow the letter of the law at all times. But I sure as hell won’t worry about the criminals either.

Do you recall the Rodney King vid/beating? And the riots that followed (because he was black)? I had a hard time feeling for him at the time. Shame it caused a neighborhood to burn down and innocent people to be beaten almost to death. Glad I own and know how to use a gun.

True. And most cops have a really tough job doing their job today. They should be held accountable. And the MSM sure makes it so. Good and bad in that. IMO.

However, if it comes between a cop and some thug, I’ll go with the cop every time. The majority of them are really public servants and the majority of alleged criminals are really criminals, imo.

Cops aren’t thought well of here, imo. Coming from a family of them, it’s weird to see since I know they are public servants, 2nd A supporters, etc. I know the ones I know are good guys. And I understand some aren’t. Guess we all have to know and understand the law.

That is a great point...I'm an expert at creative writing but I bow at the knees of police officers when it comes to that subject. I've personally witnessed incidents in which the police report bore more resemblance to a WWE wrestling script than what actually happened. These guys are talented.

Would anyone like to see what the police report would have said if the cameras weren't rolling. Somebody humor me and say yes.

As a disciple of Milton Friedman, Ronald Reagan I have very little use for trial lawyers, MSM and angry activists except in cases like this.
