boy died Sept. 11, 1921

I think it's clear the deceased boy was not a veteran. Guess the sentence should read cemetery also for African American war veterans

An AP account:

The grave belonged to Willie Simms, according to court documents. Chomiak said that Simms' next-of-kin had not been notified. While residents in the area knew of the cemetery's existence, it did not appear to be maintained. Preliminary reports indicated it was a 19th-century "veterans" cemetery, he said.

You said it! And how did they know the kid was buried there, and isn't it a bit of work to disinter a body: dig up the grave, remove the coffin, etc., etc. Didn't anybody notice?? You know, like visitors to the cemetery, or people driving by, or the cemetery caretaker(s)?
