Schwarzenegger gives up trying to balance budget

Gov. Arnold Schwarzenegger has now abandoned his goal of fixing the problem that led to his historic election in 2003. With the revised budget proposal he released Wednesday, the governor has effectively conceded that California's era of perpetual budget deficits will not end on his watch.

His trouble started early, when he proposed spending cuts that were politically unpalatable while failing to follow through on a fundamental, top-to-bottom rethinking of the way the state does business. When the economy briefly surged and brought in billions of dollars in unexpected tax revenue, Schwarzenegger lost his zeal for fiscal discipline and committed the new money to ongoing programs that could not be sustained once the economy slowed.

Even after all that, however, Schwarzenegger still had a chance to finish the job he was elected to do before his second term ends in January 2011. ... He can't, or won't, do what's necessary to right the ship.

The governor's failure is more than just a numbers game. It reflects his – and the state's – refusal to face reality. ...

The result: budget deficits year after year. Those deficits and the borrowing to which they have led mean that we're still paying now for services the state provided five years ago, leaving less money available for the things we need today. And years from now we and future Californians will still be paying – with interest – for the services we're getting today.

... As a society, California is actually doing pretty well compared with five or 10 years ago, despite its dysfunctional government. But the mess in Sacramento casts a pall over the rest of the state, and the uncertainty it creates might even be tempering the desire of private investors to expand and do business here.

I’ve often wondered how quickly some states would collapse into a third world nation if they were cut off from the USA. I figure California would last about a month. Other States would probably do just fine, if not better.

I am confused by your statement. The people on this website never supported him. He was elected without conservatives. They never supported him when he was fighting the legislature (and consequently got whipped in special elections). Why does he owe conservatives anything?

I recently came to the realization that Arnold is still an actor, and he wants to keep his fan base for the future when his desire to play Governor is gone. He is trying not to make anyone mad at him, so he can get movie deals in Hollywood after he leaves our Governor's mansion.

We should have seen this coming, and those of us who voted for McClintock knew Arnold was not the man for the job, because he is looking for publicity, not really interested in our well-being. Many people figured that since Reagan was an actor, that Arnold would be a good Governor.

CA is the 8th largest economy in the world.

We have more registered Republicans and conservatives than any other state in the Union.

And CA contributes more to the federal tax system than we receive.

We've survived Moonbat, Gray Davis, O.J., riots, earthquakes and forest fires... and we'll survive & prosper after RINOld & GWB are history.

I sure as hell which you guys could turn California into a Red state. :) Someone on Rush’s show a few months back had a great idea: about half a million retired couples move there just in time to register and vote...an extra 1,000,000 Republicans in California could do it.

Unfortunately, this season it looks like NONE of the choices we have are worth a damn.

Now to the issue...
CA elections are turned by the registered Independents like myself...and while “D” are aborting their offspring, conservatives are not.

In the last 15 years, the “R” has gained the majority in 10 counties(they had gained 12 but lost 2 in the past 4 years) and close to 20% of registered voters are “I”...so it is just a matter of time before conservatives take over this state and in the meantime, we just need to “secure the border & take out the trash!” LOL

You're kiddin', right? The majority most definitely did support him as the "better than Bustamante/Angelides" candidate on the theory of "the alternative is just too horrible to imagine."

There was a much smaller group that opposed him from day one and didn't vote for him. (I was one and I can almost name most of the others.) What do you think all of the flame threads were about? Folks who opposed Arnold were called every name in the book! In 2003, McClintock was slimed by those good "conservatives" as being crooked, too rigid, didn't get along with people, or a whole host of other cr@p.

You must be easily confused. He ran as a republican, many republicans voted for him. It didn't take him long to drop the act that he might in any way to be republican. Most conservatives are republican, hence the statement about conservatives and the idiot abandoning the party. I guess you just want to argue, is that it? What is your problem, nothing else to do today so you have to make some nonsensical statement and try to start an argument?

He damn well owes that voters of CA a balanced budget and spending cuts, not more taxes and more spending especially after his blowhard bragging when he was first elected during the recall.

His measures weren't defeated by conservatives they were beaten by voter fraud. Most elections in CA are decided by voter fraud. Arnold had given up trying to be a "republican/conservative" before the special election.

It is amazing how you Arnold supporters are still crying about that. It was apparent before the election the Dems were marshaling the illegal and dead persons votes, that doesn't mean Arnold was justified in abandoning the principles of the party he was supposed to represent.

BTW, I would guess you must be a liberal since you think somehow conservatives defeated hill bills during the special election.

From what I remember, the majority of the people here were supporting Tom McClintock. The few people who supported Arnold here were treated the same way that McCain people are being treated here today. They were labeled as traitors and worse.

And don’t confuse conservative with Republican. I would think the people here would know that by now. It is true that Republicans supported Arnold. Conservatives definitely did not. Why should Arnold support conservatives who NEVER supported him?

There's something wrong with this article.

The governor has proposed a 10% across the board spending cut and has most recently increased it. Hospitals in the state stand to lose 500 million dollars. If you don't think that's a cut in services you're out of your mind.

Considering a few hospitals closed in some areas the last few years, due to illegals and such, pray tell if I could ask what you lobby for.. universal healthcare, perhaps?

Maybe we should follow the example of Arizona ,, oh but wait, this is California, where we ignore the obvious and go for the goood feeeling in our gut instead.. and forget our own wallet, and just dip into some else’s wallet.

Would you be so kind as to explain what that means to the crowd? I think that the phrase “the lifeblood of a ... community” means that the hospital is an entity funded from outside the community, and thus brings in money to the community. If the community was paying for the hospital, then I’m not so sure that calling it the “lifeblood” really makes sense.

On the assumption that I am correct, it appears that you are saying that the community relies on the hospital as an organization to redistribute state funds to the community. If that’s so, then don’t you see that that’s simply redistribution using the hospital as cover? Reagan warned us about exactly that type of issue: having government take control by using health care / hospitals as a cover. Is that really OK?

It's not that simple.

Due to the regulations which govern hospitals - we must take all comers regardless of their ability to pay - and the way hospitals are reimbursed, only hospitals in well-to-do or wealthy communities are truly profitable and self-sufficient. The rest depend on Medicare, Medicaid, and grants to survive.

If one lives in a rural area the local hospital is often the only source of medical help within many miles - in our case many, many miles. So if the hospital fails the community will soon follow. The voters of our district, understanding this, voted by a margin of 70-30 to tax themselves to the max to support us, so we were able to become solvent and provide very good care.

Now Medicare and Medical cuts threaten to nullify the effect of the tax. Because we've had the time and luck to gather together an excellent staff and purchase good equipment cheaply we'll be able to stay open. Lots of others won't.

The bitter facts about health care are that it is too expensive for most people to afford. Essentially so. No amount of economizing will change that. Sure, banning illegals would help but what then? Let them die in the street? Allow them to carry communicable diseases untreated?

Sorry, but there are simply no good answers. The current cuts will force the closure of more hospitals and may even lead to total collapse of emergency care in many areas.

You know what? It IS a new Republican party. It is a Republican party that WINS ELECTIONS. You folks outside California need to sit back and wait to see what happens out here. You act as though Arnold is going to ignore all of the Republican appointees and be led by the nose by the Democrats. Has is occurred to any of you that Arnold is making DEALS to get things done? Dont be so silly as to think that all the capability and brain power rests on our side only. Willie Brown knows where all the bodies are buried, and will be very helpful to Arnold in dealing with Democrats. You cannot just come into office and steamroller everyone else. You have to make deals, and that is what leaders do.

Treat them if the law requires it and send them to ICE.

The law should be changed. If you're here illegally, you only get major emergency care and just enough to get you to a hospital across the border. If you have the flu, get out of the emergency room and go all the way home.

Another trip down memory lane:
We're recalling Davis because of FISCAL mismanagement. It's not because the will of the people is towards social conservatism. I'm just stating the facts. The first and foremost requirement for the next Governor is his ability to CUT SPENDING and put California back on the right track FISCALLY. I think we need someone other than a politician and Arnold is a BRILLIANT businessman and I think he would make a very good Governor.

You two are makin me barf with all those memories of our CONfusitive compromised CONservatives on FR, brow beating all us committed, consistent CA conservatives with alla that tripe!

All the years Pete Wilson was RINOing CA with some of the biggest tax increases in history and calling Tom McClintock "F---ing irrelevant" because he opposed them out in the hall in front of the Governor's office where he could easily be overheard... Now we see that he appointed 50% of the creepy CA Supreme Court judges that are REALLY relevant in voting for Gay/Queer marriage... So now we have Pete's protege, Arnold Wilsonnegger with all that tripe that you guys have the nerve to actually remember!!!

Looks to me like conservatism has pretty much been marginalized in CA and a bunch of FR CONfusitives acting like CINO's really helped this dark trend pick up steam!!!

It would be nice to PING all the loudmouths who shoved Arnold down our throats back then and gloated over their lofty predictions of all this great he'd do for California. Unfortunately, most of the Ahnuldbots where either purged here when JimRob got rid of the Giuliani cheerleaders (glad he finally did something about it), or the few ones that remain here will insist "hey, who could have guessed Arnold would turn out THIS bad? None of us knew back then, don't blame me", ignoring the fact that we posted about a zillion items at the time telling them he WOULD be that bad.

I don't like comparing Arnie to Pete Wilson because the Shivernegger is more liberal than Wilson could have ever dreamed. Sure Wilson was part of the problem and lead to the downfall of the CAGOP, but Wilson was just a useless GOP party hack who tried to be "moderate" and water down the GOP, compared to Arnold the closet Kennedy who works hard to be liberal and do whatever his Dem masters tell him to. Wilson never married into to the Kennedy clan or managed to move the CA Supreme Court FURTHER LEFT than it had been under Democrat rule, for instance. And Wilson even managed to occassionally do the right thing like when he signed Prop 187 into law and has been villified by the left ever since then. The ONLY time Arnold will do the "right thing" is when it's issue the "mainstream" Dems are OKAY with, like Arnold enforcing capital punishment laws and frying Tookie (Gray Davis was likewise strong on capital punishment), OR when Arnold has the opportunity to immediately apologize aftewards and withdraw his remarks after some socialists are "offended".

Nope, Arnold is more of a reincarnation of the long dead 1940s California Governor, Earl Warren. The Dems were so "pleased" with Warren's "bipartisanship" (translation: does whatever they tell him to) leadership that they personally nominated him for Governor on THEIR party when he ran for a third term. And when Einsenhower appointed Warren to the Supreme Court so he'd be "centrist", Warren managed to create a move out-of-control crazed liberal activist court than any Democrat Chief Justice could ever dream of. The Wilson-like Eisenhower ever washed his hands of Warren in the end and admitted it was "the biggest damn fool appointment I ever made" Yes sir, Arnold definitely inhabits the soul of this guy:
