Do Policies Prevent Police from Enforcing Immigration on the Street?

Last month, U.S. Immigration and Customs Enforcement got a call from elected officials in Mission Viejo who wanted help cracking down on day laborers they said were a public nuisance.

Brian DeMore, ICE's acting field office director for detention and removal in Southern California, told officials that federal agents focused on major, not petty crimes. But he suggested that local deputies could cite laborers who caused any trouble on a local violation and book them into the county jail, where their immigration status would be checked by ICE-trained personnel.

That's precisely what anti-illegal immigration advocates wish law enforcement agencies would do to turn up the heat on illegal immigration. And it's what immigrant rights groups and criminal defense attorneys say amounts to racial profiling and a subtle, if not direct, way to enforce the country's immigration laws on local streets.

Over the last year, a number of Orange County law enforcement agencies have beefed up cooperation with ICE inside their jails but say their efforts don't reach beyond bars. In the county's biggest cities, police officers are instructed not to ask community members about their immigration status while they're making rounds on patrol, conducting an investigation or citing someone for a traffic ticket or minor crime, according to their police department manuals.

And yet while the manuals are similar – there are some differences that experts say stem from organizational culture and the responsiveness of departments to the communities they serve, which may represent different socioeconomic groups and different political views.

Orange County Sheriff's Department Capt. Ron White, who oversees police services for 12 contract cities, said police policy on immigration is consistent throughout his coverage area but cities have adopted different local rules to address residents' concerns about illegal immigration.

While there are plenty of reports of gang violence south of the border. You don't hear so much about it north of the border. And yet....

I have seen federal numbers for illegals held in jail ranging from 19.3% to 27% of the federal prison population.

Here's a sampling of USA cities wanted for murder. What you'll see is that in big USA cities like LA or NYC most of the murderers are Hispanic. Unknown are the % of illegals. In smaller cities the FBI will post the nationalities of the murderers. About 25% of the most wanted are illegals wanted for murder. This number agrees with the percentage of illegals incarcerated in federal prisons. +-25%

There are currently no exact numbers on the number of Americans killed by illegals. Part of the reason is that the government deliberately obscures the number. I talked on the phone with the head of statistics for the US Bureau of Prisons. He said his office wasn't allowed to publish the number of illegal alien murderers. Rather they were forced to put legal and non legal residents in the same category. He said further that most of illegals in the federal prisons were in for drug related charges. Most of the illegals in jail for murder were in the state prisons. I talked to ICE. They put out detailed numbers on illegal child molestors. However, they put out nothing on illegal murderers.

Part of the reason for the silence on the matter is that there is evidence to suggest that most Americans being killed by illegals are black--as is the suggestion in this LA Times Article. Also this article from the LA Times. And here. This makes intuitive sense. We see stories regularly of drug gang killings in Mexico but we don't see those same stories in the USA. The reason we don't see those stories is not because its not happening. Rather we don't see the stories about illegals killing blacks because that kind of story is terribly politically incorrect. The populations being displaced in downtown sanctuary cities especially are American blacks. That means that their criminal elements would be pushed aside by Mexican gangs as well. That's also the story that the wanted for murder posters in all the major cities seems to suggest.

Nevertheless, the pattern of non reporting is starting to break. Discovery Channel has a series called Gangland that mentions ethnic cleasing of blacks by Mexican gangs

All that said the true number of criminal aliens is far higher than is revealed by criminal aliens in prisons. Most are simply waived through the courts.DHS Secretary Chertoff, has been quoted as warning that two million people in this country illegally have committed serious crimes. However the number of illegals on death row is far lower. Sadly, so many small towns and villages across America have sent their warriors off to war half way across the world only to see communities fill up with illegal aliens.

...and just to continue this humorous side of the thread...when Kalifornia is annexed by Mexico, pretty much all business will have left the state for tax purposes. (translation that means the taxes are too high and are increasing)....so other than beach pictures and wineries, no great loss. I can see the negotiation now....just as Carter handed Panama to the Chinese, Obama will hand Kalifornia to Mexico, in a similar exchange beneficial only to our enemies (or a drug cartel)! /sarc

Oh, and living under a rock in florida results in much lower taxes than living under a rock in Kalifornia. Now I guess it’s possible that eventually Kalifornia will break the code, but it won’t happen in the current Kalifornia bureaucracy’s lifetime.

After living in Southern California for 30 years, I have seen my share of cops refuse to arrest and deport illegals. Sorry, I do not call them PC names. They are criminals breaking the law.

Politicians must have under-the-table benefits to themselves, or others as filters back to themselves, to consider policy changes. This is why my suggestion to this issue would never fly. Not that they are asking...

New immigration laws. If you are found to be illegal, you are branded and deported. Oh my! Physically harm a human being? That is what I wrote. If your branded butt is found here again, you are dead. No rights for illegals (or illegal Muslim combatants for that matter) that American citizens have. Extreme? Show me one other solution that would get them out of here immediately (after the illegals have a hissy and burn a few thousand homes on their way out). Let’s hear your solutions.
