BATON ROUGE -- A pro-gun rights House committee Wednesday shot down, 12-1, a bill to impose a statewide ban on assault weapons starting Jan. 1.
House Bill 68 by Rep. Cedric Richmond, D-New Orleans, is dead for the session unless he can amend it onto another bill. The only member of the House Committee on the Administration of Criminal Justice who voted against killing the bill was Rep. Roy Burrell, D-Shreveport.
Richmond was joined in his presentation by New Orleans Mayor Ray Nagin and ranking members of the New Orleans Police Department, who brought confiscated assault weapons and ammunition to the hearing. Nagin said that since Hurricane Katrina, the department has seized more than 600 illegal assault weapons in the city, many used by drug dealers.
Richmond's bill would have required all assault weapons to be turned over to State Police by Jan. 1. It also would have required owners to register their weapons with State Troopers and pass a criminal background check.
Owners who qualify could pay a license fee and get an annual permit. Assault weapons would be confiscated from those who fail the background check. The bill called for a penalty of as long as six months in jail, a fine of as much as $500, or both for having an expired assault weapon permit. Individuals who did not have a permit could be fined as much as $2,000 and face as long as two years in jail, or both.
"There is no sport about these guns," Richmond said. "These guns are made for killing."
Rep. Elbert Guillory, D-Opelousas, said that in his rural district, citizens need weapons to match the firepower of criminals because they are at least 10 minutes away from police help. "They are responsible for their own safety," he said...

Guns in general are made for killing. The Second Amendment STILL prevents you from licensing or confiscating semi-automatic weapons, or full autos for that matter!

Looks to me like some offials ought to be in jail.
Good work, LA
Did Ray "chocolate city" Nagin mention the OVER 1000 LEGALLY owned weapons that were seized from law abiding citizens during hurricane Katrina?
The 2nd Ammendment was written with these “fascists” in mind. Come and get em boys.......you better bring enough gun....
Good for La.
Last time I checked my "sports guns" were more powerful and killed critters just as easy, if not easier, then my "assault weapon"
Didn’t stop them in New Jersey.
Where does that Republican Governor stand on this issue?
If we can’t deal with the criminals, we’ll make criminals we CAN deal with.... D. LA.
Ye gods, registration, outlawing possession, criminalization for prior ownership, confiscation
the list goes on. Remember this is not an isolated instance, just the usual litany of what they have in store
for us.

>Assault weapons would be confiscated from those who fail the background check
Uh huh. I suppose then that these are fully automatic assault and battle rifles?
Or just whatever they want to define as an assault weapon?
Darn right it is, pissant. And Gov. Jindal, prior to leaving the U.S. House, through his gun bill made sure that firearms will never be seized from law-abiding citizens after a natural disaster, as was done in New Orleans in the aftermath of Katrina. Jindal is a good friend to 2A and the NRA and its members.
Well, I hope he turns out to be a great governor. He certainly is infinitely better than the bimbo he replaced
IIRC, it was a semi-auto ban.
Older Brain Really May Be a Wiser Brain
Louisiana House Committee to Consider Assault Weapons Ban!
HB 68 would ban pump-actions as well as semi-automatics, and millions more firearms than the Clinton "assault weapons" ban of 1994-2004. His definition of "assault weapon" would include numerous autoloading and pump-action deer rifles, autoloading .22 rimfire rifles, some 19th century pistols, as well as many firearms with a "military-style appearance" used for self-defense, target shooting and hunting. He even preposterously makes the claim that these firearms are "equally as dangerous as machine guns and explosive devices." The bill goes on to ban firearm parts such as muzzle brakes, ported pistol barrels, and other commonplace firearm accessories, calling them "assault weapons conversion kits." Here is a list of just a few guns that his bill would ban:
Center Fire Rifles: Benelli R1; Browning BAR, Mark II Safari autoloaders, Browning Pump Rifle; Colt, Armalite, Les Baer, etc. Match Rifles; DSA Model SA58; Fabrique Nationale FAL; Harrington and Richardson Models 340, 360; H&K 770, 2000, SL6, SR9, 300, 630, 91, 93; Marlin Camp Carbine, Model 992; Mitchell Model LW-9; M-1 Carbine, all makes and models; Reising Model 60; Remington 7400, 740, 74, 4, 8 semi-autos; Remington Model 7600, 760 pump-actions; Ruger Deerfield, Mini-14, Ranch Rifle, Mini-30; Springfield M1A, Match, Super Match, SAR-48, SAR-4800, SAR-8; Valmet Hunter; Winchester Models 100, 1905, 1907, 1910; .22 Rimfire Rifles AMT Hunter; Anschutz Model 525 Deluxe; Armscorp Model 20C; AR-7 Explorer and Henry U.S.; Beretta Neos; Browning Buckmark; Charles Daly Field Grade, Superior Grade; CZ Model 511, 611; Daisy Models 2203, 2213; Harrington and Richardson Model 700; Ithaca X5-C, X15; Iver Johnson Trailblazer; Mauser Model 105; Mossberg Models 152, 350, 352; Reising Leatherneck; Remington Models 597, Nylon 77, 522; Ruger 10/22; Savage Models 64, 7, 1903, 1909; Marlin Models 522, 7000, 795, 795SS, 70; Thompson/Center Classic Benchmark; Weatherby Mark XXII; Winchester Models 77, 490.
It wasn't a senior moment. I forgot to check that last link for 'la'.
So where did these illegal assault weapons come from?
Possibly the same place those drug dealers acquired their merchandise from?
How would confiscatng my AR-15 change that?
In addition to firearms, I own a baseball bat with “TraumaKing” crudely carved in the wood. Its whole raison d’etre is to be a weapon with which I could assault an intruder. An assault weapon, in other words. But I shouldn’t worry. The bill is called “Assault Weapons Protection Act”, right?
Here’s a link to an NRA press release that talks about the definition:

Here’s a link to the actual HR 68 text:

The Second Amendment doesn’t “prevent” ANYTHING...it’s just words on paper to the other side. Just like the rest of the Constitution. Right now, we are depending on judges to uphold it. What happens when the other side has judges working for them???
The Constitution is a social contract; when the other side breaks or it or won’t abide by it’s rules, all bets are OFF.
YOU prevent THEM from taking away YOUR rights with your weapons, when all else fails. THAT is the brutal reality of it.
That’s when YOU, the American Citizen, must enforce YOUR rights. Yes, you are indeed right - guns ARE made for killing. The American Revolution couldn’t have been won without them. The original “assault rifle” - the Pennsylvania Long Rifle - was in the hands of American citizens then, as it’s modern cousin is in our hands now. To me, it’s a Homeland Defense rifle. This weapon guards my NATION’s liberty, MY personal liberty, my NEIGHBOR’s liberty, my CHILDREN’s liberty, and the liberty of our posterity.
The WILL to do it is what counts...and you either decide right there and then, at your doorstep, what line you are willing to cross (or let THEM cross), or you bury those tools ahead of time for another day and decide where to go from there.
THEY already know what lines they’ll cross. They don’t care who they have to kill, or what carnage they have to cause, to further their agenda. They want a socialist world. They’ve stated it repeatedly, the Dems and liberals are bought and paid for, and it’s only a matter of time before they get power and try their traitorous crap again.
The REAL question is - what are WE willing to do about it when it happens...? Personal decision for all gun owners. They seek to isolate us, make us criminals in our own country, and ultimately do away with us - one way or another. And make no mistake - it IS happening. New Orleans after Katrina should have awaked EVERY gun owner in this country. An out-of-control Thug mayor and his equally out-of-control Thug Police Chief had the audacity to seize the firearms of law-abiding citizens and leave them at the mercy of his own criminal underclass.
The same situation is almost happening in Philly. DemoCom Mayor Thugnutter and Police chief Thugramsey and his thug city council just tried to ban citizens from owning a whole laundry list of so-called “assault rifles”. The NRA sued to stop the laws from being enacted. It went to a judge. We’re hanging on the words of a female judge who may or not be sympathetic to the other side. This is unacceptable.
Our rights are NOT negotiable.
I know my decision already.
People DIED for this right. We should NEVER give it up easily, nor cheaply.
“Richmond was joined in his presentation by New Orleans Mayor Ray Nagin and ranking members of the New Orleans Police Department”
Larry, Curly, and the “pretty boys” intellectual giants. I doubt any of them can spell Constitution. Richmond is a major shill for the anti-gunners in the dumbocrat party.

Lock them all up, and throw away the key!!!!!!!!!
LOL......he’s just another dimwit socialist idiot that thinks, or wants others too think, (or doesn’t think at all) the 2nd is about hunting.
Doom on em .......:o)
Wow. It really is anything that they want it to be.
I own two of those rifles.
The Gamemaster 760 an “assault” rifle?
The M1A?
I hunted whitetail in the Poconos back in the late 60s/early 70s with them both.
yep. they can have them so long as they take all the bullets that come with the gun...
I think you underestimate these “dimwit socialist idiots” too much - they are, daily and with each election cycle, getting into law-making and law-enforcement positions, they are in the judiciary, they own the media, and they are now trying to get the White House and Congress.
Yes, they ARE socialists/communists. They most certainly are NOT idiots, or they wouldn’t be in the positions they are in. And they are becoming increasingly more bold, more strident, more arrogant, and more OPEN about who and what they really are.
And THAT makes them extremely dangerous. This is 1936 to me...and no one is taking these maniacs seriously.
Maybe WE are the “idiots”...WE should be making EVERY effort to own those law-making positions, thereby ensuring that our rights NEVER get infringed upon.
Instead we sit out here and bitch and complain while THEY’RE doing something to further their agenda, a little more every day. THEY read their Alinsky and Sun Tzu.
This is WAR to them. I think it’s about time we start realizing its WAR too and readjust our attitudes and get mentally, physically, and spiritually tough.
They want their little Bolshevik Revolution, Part II. They will find out EXACTLY what the Second Amendment is actually about.
Thanks for the links.
Well I disagree with one of your comments......they are idiots yet they are dangerous as you state ! I have never underestimated em and fight them on every level of goobermint from dog catcher to POTUS nominee. I spend at least part of each day working too stop em .....did so in uniform for 26 years and continue too this day !
It’s our right too bitch and complain yet it’s our demise too do nothing about our situation. Stay after em , liberty is not fast food or forever.
Stay safe !!!
Philly just tried the same thing. Somebody do a comparison of the list of rifles they tried to ban with that of Philly’s list. Philly’s is IDENTICAL to New Jersey.
I’ll bet this one is identical too, and I’ll bet Nagin was at the Conspiracy of Mayors meeting last year, as Mayor Thugstreet was (from Philly). He turned it over to Mayor Thugnutter to carry on.
Why isn’t this “Conspiracy to Violate Civil and Constitutional Rights” US Code Title 18, Section 241, and “Deprivation of Constitutional Rights Under Color of Law” US COde Tiel 18 Section 242? What about RICO charges?
Come on folks - any lawyers out here who can find something to bring conspiracy and collusion charges against these bastards?
They will try to use Officer Friendly to get this done. He turns into Officer Ninja in Body Armor with Little German Machine Gun, come to kill you and your family if you resist.
Hey LEO’s - you all better think long and hard about obeying this illegal crap before you decide to “stack” in any thresholds. Not everyone will go gently.
I support my police right up until the moment they stop supporting my Constitutional RIGHTS. Then they become Gestapo to me. If they don’t understand the difference between a RIGHT and a privilege, they shouldn’t be wearing a badge, and most assuredly should NOT be entrusted with life-and-death dealing authority over ANYONE.
Nuff said.

Any lawyers out here? Have a peek.
You, my friend, are a Patriot, and can disagree with me anytime...
As for staying after them - I live for it.
Molon labe.
The citizens of LA need to kick these bastards to the curb.
The 2nd has absolutely NOTHING to do with hunting. It would be more in line with the 2nd to ban hunting weapons and only allow citizens to keep martial arms (including full auto and crew served weapons).
We need to gear up for November. You may not like who is running on the Repub. ticket, but it is a lead pipe cinch the Dims will disarm via executive order within 2 years of taking the Whitehouse.
well we hafta give credit when due...my wall clock with dead batteries is also right twice a day...
perhaps its just the nature of the beast...Good men do not live their lives seeking positions of power in most cases...those who do, in a desire to serve , ultimately must enter into the arena with a bunch of dirty-fightin socialists...
they then must choose to get dirty as well [which is undesirable for a 'good' man] or engage in politics [ie compromise]...
after several generations the good guys are weeded out sufficiently to have no real power/influence in the establishment and there we are...
'politics' [mans inherently selfish nature] got us into this mess, itll take brutality and fighting-to-WIN [at much personal cost] to set it straight...
we crossed the threshold of it being suicidal/martyrdom long ago as the power grew exponentially as our rights were compromised away...now, like you said, we must determine that line in the sand and be prepared to stand for whats Right, I'll just pray that my children may be unharmed...
“we crossed the threshold of it being suicidal/martyrdom long ago as the power grew exponentially as our rights were compromised away...now, like you said, we must determine that line in the sand and be prepared to stand for whats Right, I’ll just pray that my children may be unharmed...”
It must be similar to what Jefferson, Adams, etc., went through. It’s mental agony in a way - everything you were raised to believe in, everything that you were taught to believe is now being threatened, the “world turned upside down” indeed...and you’re left with the choice between supporting the enemy, rebelling against them, or doing nothing and waiting to see which way the wind blows.
Doing nothing is NOT an option - they will come eventually, and take an interest in you.
Supporting them is NOT an option - I wasn’t raised to be a traitor to my country.
For myself, - I have GENERATIONS of family staring into my back. They left pieces of themselves all over Europe, the Pacific, Korea, and Souteast Asia. Hell, I’ve got ancestors who wore both Blue AND Grey on my mother’s side.
I owe them.
There’s generations of Americans who died for us. They gave all, gave everything, and never came home, so that we could be here now. The handed us their tomorrows, so we could have today. We owe them.
I’m an American...I’ll do what my ancestors did.
This is MY country.
“I must study Politicks and War that my sons may have liberty to study Mathematicks and Philosophy. “
John Adams to Abigail Adams, [post 12 May 1780]
If that were to pass, I hope the people would have ignited the powder keg they’re sitting on.
Show them it can’t be done, and if they try it they’ll pay a huge cost.
***How would confiscatng my AR-15 change that?***
It would make you easier to control.
***What happens when the other side has judges working for them???***
I could tell you, but it’s not pretty.
It was rhetorical...I already know the answer. PA’s DemCom governor has a wife who is a Federal judge. She made the great, really clarifying statement that what this country needs is a “benevolent dictatorship”.
THAT’s how these A**holes think.
And they want MY guns?
Cold day in Hell.
great ending to a great post...
while I agree that joining the enemy is WRONG and that doing nothing is WRONG, I cant for the life of me envision when, how, or where we, as a people make a stand...[divided we fall...]
We dont have the luxury of an ocean and logistics [except for sheer numbers] to make a start...
Matt's fictional delivery was/is the only way I can see things changing, but Ive dont have the tools/skillset and am at odds on 'when' it would actually be morally acceptable...
Hell these days I wonder if this post wouldnt make 'the list' and invite an 'informant' driven inspection...
I'm also so ??? at the state of 'politics'...IF a decent candidate steps forward to SERVE...without knowing the guy personally and having a real trust in their conviction, I honestly wouldnt invite them into my home and expose my kids to them, anymore than a common criminal from the street...
Kinda hard to vote FOR someone when Ive become that cynical...
all I can honestly DO at this point is follow my tag, trying to hear that still, small voice...and prepare for the worst...
L F O D ...
Good enough for me. Maybe McCain should pick him.
It sounds as though if Nagin got rid of the drug dealers, he wouldn’t have to worry about the assault weapons.
Molon Labe!
“Hell these days I wonder if this post wouldnt make ‘the list’ and invite an ‘informant’ driven inspection...”
My friend, the first time you bought a firearm “on paper” you “made the list”. The time you sent fingers to keyboard and typed up a blog of protest, you made the “list”.
We’re ALL on the “list” out here.
But be of good cheer...”THEY” are on OUR list as well. And there are MILLIONS of us.
Live Freed or Die, indeed...
“I was born an American. I live as an American; I shall die an American; and I intend to perform the duties incumbent upon me in that character to the end of my career. I mean to do this with absolute disregard to personal consequences. What are the personal consequences?
What is the individual man with all the good or evil that may betide him, in comparison with the good and evil which may befall a great country, and in the midst of great transactions which concern that country’s fate? Let the consequences be what they will, I am careless, No man can suffer too much, and no man can fall too soon, if he suffer or if he fall, in the defense of the liberties and Constitution of his country.”
...Daniel Webster
