I imagine he and his friends frequently discuss how backward, uncultured and warlike Americans are. And how they hope for Obama.

I suspect John Bolton is more than capable of whipping his ass.

John Bolton and Jesse Ventura are two public officials I would not screw with, pretty much for the same reason.

The meaning or “citizen’s arrest” varies from jurisdiction to jurisdiction. Here in Pennsylvania, you must actually see the commission of a crime to make a citizen’s arrest. The citizen’s arrest consists of restraining the perpetrator from leaving until the authorities arrive to take him into custody. Anything else is unlawful restraint.

Here in Britain it is called an “any person arrest”. And it had better be for a felony, and not for a malfeasance.

And it had better not be for something gay - such as the crimes against the universe which Monbiot feverishly imagines Bolton to have committed.

There is no case against Bolton which would hold up in a UK court. Monbiot would face charges of technical assault.

That's why it's called "restraint," or "arrest," rather than "invitation to wait for the authorities." As I understand it, if you have observed the crime being committed you can restrain the perpetrator with physical force until the authorities arrive without being subject to any legal penalties yourself.

“Judge, as I told the officer, I was restraining the perp with a baseball bat. I told him not to move, he moved so I hit him, he kept moving, I kept hitting, he quit moving, I quit hitting.” or “The last thing I remember is saying, “For a guy 6’8” you don’t look so tough! This is a citizen arrest! and then I wake up in this full body cast and you’re telling me this happened six months ago.”
May be best to use the old camera/phone to “catch” the perp.

In this case, a certain left-wing moonbat columnist will be getting the sh*t kicked out of him by the uncooperative would-be restrainee, and will most likely wake up wondering just who handed him his AZZ.

I'd pay good money to watch that show. :)

I was watching “Cops” the other night and fellow being arrested thrashed the cop soundly. He was soon caught but saying, “you’re under arrest” and doing the arrest are two different things.
If Georgie wants to arrest someone best he get over to Pilates and buff up a bit. Maybe watch a few old Bruce Lee movies and learn how to say,”hhheeeeyyyyyaaahhh” with feeling. That way his hospital stay won’t be so boring.

Yup, you’re not required to make a citizen’s arrest. :) The concept is there to protect you from liability in case you do.
