During nearly two decades, Arpaio has garnered world-wide publicity for creating a tent city in the Arizona desert to house county jail inmates, sending out men and women in chain gangs to pick up trash, and clothing inmates in striped suits and pink underwear.
He even offered to accommodate Paris Hilton in one of Maricopa County's jails when the celebrity socialite was sentenced to prison in Los Angeles last year for driving offences.
His latest crackdown against illegal immigrants began about 18 months ago.
He has nothing against immigrants -- his parents were Italian immigrants ('legal' he adds pointedly) -- or Mexicans, he says.
For Arpaio, illegal immigration is a fairness issue. Why should some people wait years for citizenship through the proper channels while others slip across the border?
"The minute you crossed the border, you violated the law," Arpaio said. "There's no doubt that illegals are involved in drug trafficking and other crimes. Many of them, maybe the majority, come here to work.
"Still, it's illegal to come here. I'm going to continue to enforce the law. I took an oath of office. I'm the bad guy. That's okay. It's alright with me."
Arpaio's last sweep sent 200 deputies, helicopters, and an armored car into a one square-mile Latino-dominated town, pulling over anyone with a cracked tail-light or a broken windshield.
He rejects claims that his department is targeting anyone with brown skin.
"We don't racial profile," he said. "We lock everybody up. I'm an equal opportunity guy."
About 16 percent of the 77,000 inmates booked into county jail this year were illegal immigrants. Arpaio believes that by keeping pressure on illegal immigrants, he can drive them from Arizona.
"They're heading south, or they're going to California, but they're sure getting out of Arizona," he said.
"If you can get them out of Arizona, you can get them out of the United States of America little by little. I'm not saying line up the buses, but put the pressure on them.
"Little by little they're going to leave because it's going to be hard to find a job and they're going to go to jail."
Workers' rights and immigrants' rights groups say Arpaio's policies have created a climate of fear.
Elias Bermudez heads Immigrants Without Borders, an immigrants' rights advocacy group. Arpaio's policies are discriminatory and "not conducive to a county that is 30 percent Hispanic," he said.
"He has abused his authority and his elected position to create havoc and a feeling of terror in our community," Bermudez said.
"He has capitalized on the fear and vulnerability of people who came into this country without documents, not in defiance of the laws of the United States, but because this country does not have a legal mechanism to seek work with documents.
"This is a problem of developed nations against undeveloped nations, and it is a problem that needs solving."
Arpaio's sweeps will continue as long as he is sheriff, he says.
His public support -- 80 to 90 percent approval ratings in polls -- make it unlikely he will lose a campaign for re-election in the fall.
"I get more press in one day than the governor gets," he said. "If you go anywhere in the world, all you have to do is say Arizona,' and they say Sheriff Joe.'
"Do you think they know who the governor is? I'm the toughest sheriff in America."

Agreed, but many would say the same for President Bush, who by his own admission 'occasionally' jumbles a few words when speaking. In his case, I think that many voters overlooked that in favor of his resolute determination in matters such as the War On Terror.
In the scenario of a President Arpaio candidacy, I think that many voters would be similarly impressed with his dedication to the rule of law....something that the Clinton "administration" didn't seem terribly interested in.

Indeed....he and everyone in his Department richly deserve our prayers and full support. His example serves, among other things, to remind us all that we don't "have" to live in communities 'protected' by wimpy, Left-leaning, criminal-coddling law enforcement officials who only enforce 'some' of the laws 'some' of the time. There IS an alternative..... it's real, it works just fine thank you and it's happening right now.
You're right of course, and he would probably turn down offers for other elected offices if they were to be offered. He's great at his present job and seems quite happy there....and the people of Maricopa County would probably become enraged if he were to ever suggest leaving :-)

I suppose that when you're making excuses for criminals and criminal activity, it's pretty hard to say much of anything without sounding completely stupid to anyone other than your criminal constituency :-)

I'm guessing it's because it's extremely important to the 'reporter' that we not only sympathize the illegals with but that we completely understand every word of their language as well.
English, on the other hand...well, that's the language of the oppressors and so that's not so important.
That's all that his criminal antagonists and their supporters have is hysteria, lies and noise. His supporters, on the other hand, have the law, the support of the public and thousands of years of human history which tells us that what Sheriff Arpaio is doing is absolutely proper and reasonable.

And mine as well. It's a sad commentary on our culture that a man who merely does his job exactly as he's supposed to is so utterly revolutionary, unique and contentious. Every lawman in the world should be doing exactly what he's doing, but most are prevented from doing their jobs not by any lack of dedication or an inability of any sort but by their political overseers who water down the terms of how they are allowed to operate.
Many law enforcement officers that I've met have confided that they feel the most frustration not from the criminals but from the politicians who prevent them from doing their jobs properly.
I'm guessing that if you were to set up a situation in most any community in the world where someone like Sheriff Joe is allowed to do his job correctly and without improper interference, you would have a similar level of support for him that we see in Arizona.
He seems very healthy and vigorous in the video accompanying the posted article here...hopefully he'll honor us all with his fine work for some time yet.
I'm sure that he also has a number of underlings who can step in to keep things going if necessary, as well as to run for Sheriff when the time comes.

When asked by a reporter if he had any lecture series by a Democrat, he replied that a democratic lecture series might explain why a lot of the inmates were in his jails in the first place.

I'm seeing some similarities with algore's "No controlling legal authority" statement......it seems that when criminals want to make the same argument against an actual legal enforcement entity, they merely change the terms of the argument....they redefine the existing laws and law enforcement mechanism as being somehow invalid and so that makes anything they might choose to do seem as though it's as pure as the blood of Jesus.
Isn't it nice to be able to have no standards, no respect for the law and lots of sympathetic friends in the media? You can get away with anything you like.....
