Yes, it appears so — but it gets a little iffy, since Obama’s Mother was 18 when he was born, so technically she didn’t meet the requirement of residing in the US for 5 years after age 14 — but, as I said, this could be just a technicality.

But his Father was a citizen of Kenya at the time, would that make Obama also a citizen of Kenya with dual citizenship? I read somewhere that he has dual citizenship. Did he ever renounce his Kenyan citizenship?

My husband’s former brother-in-law was born in Cuba, while his father was stationed there with the state department, during WWII. His parents never applied for his citizenship, that is they never filed the necessary papers, though just a formality, so he never had to register for the draft. He, thus avoided service during the Vietnam war. He votes regularly, though.

No.

The Constitutional requirement is that to qualify, a person must be a "natural born" citizen. The citizenship statutes have no bearing on the question.

He also has a real Citizenship issue. If he didn't do a naturalization proceeding, and if he was in fact born in Kenya, he isn't a Citizen either because his mother flunks the five years after age 21 requirement.

FocusNexus, that “technicality” is the difference between being a citizen and not being a citizen. If you’re born a foot north of the Rio Grande, the law says you’re a U.S. citizen, but if you’re born a foot south of the river you won’t qualify. Similarly, if (before 1983 or so) you were born outside of the U.S. with one citizen parent and one non-citizen parent, you would only be a citizen if your citizen parent had lived in the U.S. for 10 years, 5 of which must have come after the age of 14. So if Obama was born outside the U.S., he would not be a U.S. citizen at birth because his mother, not being even 19 at the time, could not have lived in the U.S. for 5 years after turning 14.
