A spy camera, estimated to cost £10,000 and designed to catch fly-tippers, was cleared by council workers after it was concealed in a rubbish bag. The expensive camera was placed inside a black bag beside a notorious illegal fly-tipping site. The disguise was so good that workers for Chichester District Council, West Sussex, cleared the camera believing it was genuine rubbish.

I thought a fly tipper was good loookin' restaraunt patron who left a good bit of money for services rendered.
Where I live, our problems are a lot bigger — we worry about COW tipping.
$200 for the camera, $19,800 for the specially camouflaged garbage bag.

Actually, it was a $1000 camera, but by the time you added all the VAT..that was what it came to.
Some members of Congress could be thought of as dumping trash on public land whenever they see a TV camera. Fly-tippers.
My city council just passed an ordinace where we have to pay $2 per bag to buy trash bags from the city. They did it to raise money so they don’t have to lay off the part-timers. So, they hired two Trash Inspectors to go along with it. They are former city councilors.

Sounds like the scheme with those brown paper “recycling” bags that people are supposed to use for grass clippings and other yard waste.
