Niger Uranium - Why the Forgeries
Useful Fools ^ | July 13, 2003 | John Moore

Posted on 07/07/2008 6:47:20 AM PDT by ETL

Got this off some blog a while back, but the person makes some interesting observations. His central point is that, since the forgeries were such obvious fakes, were they 'planted' specifically to be exposed as frauds? (i.e., not to actually convince anyone)...

July 13, 2003
Niger Uranium - Why the Forgeries

During the lead-up to the Iraq war, documents surfaced which purported to show an attempt by Saddam to buy Niger uranium. These documents turned out to be forgeries.

Nobody is asking: Why were these forgeries made and who made them?

They certainly served a purpose: they cast serious doubt on any theory that Saddam actually was after the uranium. After all, how could one propose that theory when supporting documents were shown to be forgeries? What bureaucrat in the CIA would risk his career proposing further investigation of a theory supported by fraudulent documents?

Now, months later, many people are still confused by this ploy, believing that US assertions were based on those documents (they weren't, they were based on British intelligence), and that the US (and George Bush) made those assertions based on documents they knew were forgeries.

Thus these forgeries have been damaging to Bush and no doubt to US credibility, even though the US immediately detected the forgery and never took them seriously!

Meanwhile, the British are claiming they have other evidence of the connection, and that they never even saw the forged documents before advising the US of the Niger connection. They are standing by their assertion that Saddam sought to purchase uranium from Niger.

Disinformation, which is what these documents were, is a standard technique of both warfare and intelligence.

US sources now suspect that at least one of the British sources was SDCE, the French intelligence service, who would not allow British MI6 to share the information with the US.

Were the French playing a clever disinformation game, forging the documents to deflect US probes? Certainly the French were hostile to US intentions towards Saddam, and had in the past sold Niger uranium to Iraq.

Or could it have been the Russians, also hostile, who are certainly masters in the game of disinformation?

How about a US intelligence agency seeking to provide a case for the Iraq war? This seems unlikely, since the forgeries were sure to be discovered, and furthermore this would have been only a tiny little item in a very large body of evidence against Iraq.

The investigative news organizations in the US who are so earnestly looking for culpability by Bush should use some of their vast resources to investigate who was behind these forgeries.

Disinformation [used in the past] by the KGB

A few examples of Soviet disinformation against the United States included the following [1]:

* Promotion of false John F. Kennedy assassination theories through writer Mark Lane who had meetings with several Soviet agents including Genrikh Borovik. Lane denies these allegations.

* Discreditation of the CIA, using historian Philip Agee (codenamed PONT).

* Attempts to discredit Martin Luther King, Jr. by placing publications portraying him as an "Uncle Tom" who was secretly receiving government subsidies. At the time King's campaign for civil rights was praised by the Soviet Union, and he was the subject of disinformation efforts by the FBI's Cointelpro Commission. [From Civil Rights to Human Rights: Martin Luther King Jr. and the Struggle for Economic Justice. By Thomas F. Jackson], [1].

* Stirring up racial tensions in the United States by mailing bogus letters from the Ku Klux Klan, placing an explosive package in "the Negro section of New York" (operation PANDORA), and spreading conspiracy theories that Martin Luther King, Jr.'s assassination had been planned by the US government.

* Fabrication of the story that AIDS virus was manufactured by US scientists at Fort Detrick; the story was spread by Russian-born biologist Jakob Segal

It is a true FACT that Iraq was trying to buy yellow cake. Did they, who knows? But the Fact is that Wilson lied big time about them not trying to buy since he got hundreds of Thousands for making the trip put fourth by his wife in the CIA.

IIRC the Italians forged the documents. The British had the real documents but refused to turn them over because they originated in France.

This story is absolute BS. Recent storys from Iraq indicate a silent operation removing tons of yellow cake stored in Iraq by Saddam before the invasion and sent to Canada.

Hey Bone Head!!!

Why would he have gone about to obtain such material if it were not the case he was planning on doing something with it? The material in Saddam’s posession was not enough to build what yellow cake is purchased for. He was after more FFFOOOOOO.

I’ll tell you where the fraud is. It’s from the socialist commie left wing in this country attempting to undermine this country’s security and economy.

I still think that Wilson’s first wife, formerly with French intel and later with corrupt African interests, played a part in the disinformation.

I would love to see an in-depth look at all of Wilson’s slime trail.

Iraq never complied with the requirements of the cease fire that ended the first Gulf War. This cease fire required them to give up their WMD programs and to document their destruction. It also put other limits on their missiles and other military activities.

They never complied. The attempts to buy uranium, which nobody can plausibly deny, was one small part of this failure to comply.

That’s really all there is to it.

From my archives:

My theory is that the yellowcake forgeries were a collaborative effort by the French and CIA coordinated by Wilson. Jacqueline, (Wilson’s second wife), was a French diplomat and may have provided the connections for Wilson to see the forged documents that were supplied by the French through the Italians. It has been reported that she was a "cultural counselor" for the French Embassy, which some say is code for she was doing undercover work. In other words it is possible that Wilson knew that the docs were forged because he was privy to the information that French wanted to discredit the British info on Saddam shopping for yellowcake and that Wilson's objective was the same. The French just happen to manage the yellowcake production in Niger.

Therefore, Wilson did not lie when he said he saw the documents.

Per a thread by Fedora:

French intelligence soon began a campaign to discredit the US case for war against Iraq. In 1999, French intelligence had begun investigating the security of uranium supplies in Niger, where uranium production was controlled by a consortium led by the French mining company COGEMA, a division of the French state-owned nuclear energy firm AREVA. At that time, Italian businessman Rocco Martino provided French intelligence with genuine documents revealing that Iraq was planning to expand trade with Niger. French intelligence took an interest in the documents and asked Martino to provide more information. In 2000 he used a contact in the Niger embassy in Rome to provide French intelligence with documents purporting that Iraq had purchased uranium from Niger. These documents were later exposed as forgeries;

< snip >

Since it is now also known that French intelligence was trying to push Martino’s forgeries on US and British intelligence, as simultaneously the Democratic National Committee was planning to discredit President Bush’s Iraq policy by accusing his administration of manufacturing evidence against Hussein’s regime, heightened suspicion is cast on Wilson’s use of the Niger investigation to discredit the Bush administration’s case for war.

What Wilson Didn’t Say About Africa

Also, Rocco Martino only "procured" the documents, he did not forge them. Fitzgerald has reportedly asked for a copy of the Italian government’s investigation into the break-in of the Niger embassy in Rome...where the letterhead and seals for the forgeries were stolen. Ex-CIA agent (and coincidentally, an advisor to the Vatican in Rome), Vincent Cannistraro has stated that Alan Wolf and Duane Clarridge were the actual forgers, but his account is the only one available that I can find on the subject. He has also pointed the finger at Michael Ledeen, but Ledeen has publicly made a statement that he had nothing to do with it and demanded an apology from Cannistraro.

In addition, despite what the MSM is reporting, the Italians released a press report yesterday saying they had nothing to do with the forgeries:

Italy denies role in fake documents on Iraq

This was also backed up by Rocco here

Cannistraro's "theory" falls apart when you consider that he:

1) blamed SISME (the Italians), which has proven to be wrong

2) bases his assumptions on a Dec 2001 Ledeen meeting, when Cannistraro himself was in Rome in Nov 2001, which would make him just as suspect.

I also discovered that Cannistraro worked directly with Clarridge during Iran Contra, so he has alot of nerve bringing that up in connection to Ledeen. Another interesting tidbit (#47) that I discovered is that Wolf and Clarridge worked with Aldrich Ames, who outed Plame to the Russians in the 90's. Coincidence? I think not. Cannistraro trying to kill two birds with one stone to cover his own carcass seems to be the more likely answer. Equally suspicious is the Hersch article, where Cannistraro and another unnamed agent state the exact route the documents took and Cannistraro actually admits that he called the CIA about the documents before they were proven to be false. This begs the question...just how did Cannistraro know about the documents before they were vetted? Sounds a whole lot like Wilson's slip-up about seeing the documents.

Hersch also claims in the above linked article:

Another explanation was provided by a former senior C.I.A. officer. He had begun talking to me about the Niger papers in March, when I first wrote about the forgery, and said, “Somebody deliberately let something false get in there.” He became more forthcoming in subsequent months, eventually saying that a small group of disgruntled retired C.I.A. clandestine operators had banded together in the late summer of last year and drafted the fraudulent documents themselves.
A more reliable source, Joe diGenova claims it was a possible CIA coup as well. As does James Lewis in two articles, here and here

Two other names just crept into this...Niger Ambassador Adamou Chekou, who was in charge at the Embassy when the break-in and forgeries occurred and Wissam al-Zahawiah, Iraqi Ambassador to the Holy See. Seems Italian Intelligence was eavesdropping on these two and discovered their "hotline".

Did you read that carefully. Holy See? As in Vatican? Where Vincent Cannistraro is the security advisor?

And speaking of al Zahawie, he was also apparently clairvoyant:

JANUARY 2003 : (AL ZAHAWIE, "RETIRED IN JORDAN" - IS RECALLED BACK TO BAGHDAD, IRAQ; HE IS TAKEN TO MEET UN WEAPONS INSPECTORS) But last January, al-Zahawie was summoned back to Baghdad for what he had expected would be a request to help Iraq's Foreign Service plan for deputy prime minister Tariq Aziz's planned visit to the Vatican. Instead, upon landing in Baghdad, al-Zahawie was taken to meet with UN weapons inspectors. Five inspectors interviewed him in a 90-minute session, he says.

"They asked why I went [to Niger], why I was chosen, when I left Rome and whether there were any other Iraqi diplomats at the Vatican," he says. "But then they asked who had the seal of the embassy and where I had left it." That's when al-Zahawie got wind of some kind of foul play. Italy had handed over cables from al-Zahawie to the Niger government announcing the trip, and other documents had pointed to his presence in Niger. But the inspectors were particularly interested in a July 6, 2000, document bearing al-Zahawie's signature, concerning a proposed uranium transaction. The inspectors refused to show him the letter, he says, but al-Zahawie was sure he had never written it. "If they had such a letter, it had to have been a forgery," he says. The tell-tale signs of the forgery were quite obvious, he stresses. [* My note: How would he know the 'tell-tale sign' if they refused to show the letters to him? Shades of Joe Wilson's foreknowledge of the docs?]

Source

Also take into consideration:

Wilson (as Ambassador to Gabon) had/has connections to the Gabon Chief of State, Omar Bongo, who was the chief African ally of the French oil company TotalFinaElf, a major beneficiary of the Oil-for-Food bribes. Prior to the Iraq War, they had a contract with Saddam's regime worth an estimated 12.5 to 27.0 billion barrels of oil reserves. Also he had connections via the Middle East Institute and Rock Creek, both of which are Saudi controlled.

Wilson's wife Jacqueline was also apparently a lobbyist for Bongo and it seems Wilson was pretty chummy with Saddam's weapons buyer, having dinner with him on the eve that Kuwait was invaded in 1990. She is now an advisor to Bongo, her picture from a 2005 conference can be found here That makes it very clear that there are connections to oil-for-food. No wonder Wilson can afford his lifestyle.

[He later claimed that his] trip had nothing to do with uranium. He was touring four West African nations, he said, and came here to invite Niger's then-President Ibrahim Bare Mainassara to Baghdad. Mainassara was assassinated two months later, and al-Zahawie could not be reached for comment about their talks. - "A look at the U.S.-British claims that Iraq tried to acquire uranium in Africa," AP, SEPT 21, 2003

We dare not predict what tomorrow will bring, but this is from the current version of his entry, as he deplores the attacks on Joe Wilson, private citizen:
And the fact is that his wife's career at CIA has been destroyed; she's never going to be Rome Station Chief.
Fascinating.

Yes, that is indeed fascinating and brings to light the relationship between Kristof and the Wilsons. How would Kristof know such a juicy detail about Valerie's future ambitions? Easy...Joe told him. You see, Kristof was the original person who wrote about Joe Wilson's trip {admittedly} as related to him by none other than Wilson himself. It was the trigger that set in motion a series of events that has brought this matter to where it is today. Some think that with the end of Fitzgerald's investigation, this whole matter is over. But is it really?

My money for producing the fraudulent documents would be on the french. Official intelligence - or rogues.

Ostensibly French mining consortiums “controlled” the mines in Africa and it would be highly unfavorable for big business (and the French Govt) if claims of yellowcake diversion for WMD were discovered.

Not to mention exposing the payoffs to Nigeriens and others to allow diversion to occur. No French mine owner/operators would want the UN, CIA or any other snooping around how they did business and with whom.

The French! Who better to discredit western intelligence on reporting of uranium diversion and corruption emanating from French business and French mines.

Rememeber that Joe Wilson’s second wife Jaqueline - was a french intelligence agent in Africa, who after the divorce kept Joels name, his wtaregate condo address, and kept ties with him in his business ventures in Africa.

No doubt she would be feeding Joe Wilson (and through him, Valeria Plame and the CIA) the french “unofficial” gournd intelligence from Africa- assurances that intelligence about uranium mine diversions was flakey because of French control over the mines.

Former PM (was PM during visits by Joe Wilson?) arrested for corruption (must have missed a payoff)- who was paying him- for what?

uranium still provides 72% of national export proceeds. The nation enjoyed substantial export earnings and rapid economic growth during the 1960s and 1970s after the opening of two large uranium mines near the northern town of Arlit. When the uranium-led boom ended in the early 1980s, however, the economy stagnated, and new investment since then has been limited. Niger’s two uranium mines—SOMAIR’s open pit mine and COMINAK’s underground mine—are owned by a French-led consortium and operated by French interests. However, as of 2007, many licences have been given to other companies from countries such as Canada and Australia in order to exploit new deposits.

The point the guy was making is that the forged docts were planted by one of our enemies in an attempt to *undermine* the fact (British intel) that Saddam was indeed seeking (additional) uranium. The large quantity of yellowcake recently in the news was apparently known about for 3 decades, although I don’t get why it wasn’t considered a ‘problem’ to anyone. Also, why we were kept in the dark about it all this time. Well, at least I wasn’t aware that our government knew he had the stuff. Did anyone here know this? Because it certainly wasn’t talked about much if at all on the evening news. I don’t think my memory is that bad yet.

Pre-war quotes from "lying" House and Senate democrats...

"In 1998, the United States also changed its underlying policy toward Iraq from containment to regime change and began to examine options to effect such a change, including support for Iraqi opposition leaders within the country and abroad.

In the 4 years since the inspectors, intelligence reports show that Saddam Hussein has worked to rebuild his chemical and biological weapons stock, his missile delivery capability, and his nuclear program. He has also given aid, comfort, and sanctuary to terrorists, including al-Qaida members, though there is apparently no evidence of his involvement in the terrible events of September 11, 2001."

"It is clear, however, that if left unchecked, Saddam Hussein wiill continue to increase his capability to wage biological and chemical warfare and will keep trying to develop nuclear weapons. Should he succeed in that endeavor, he could alter the political and security landscape of the Middle East which, as we know all too well, affects American security."

Well said.

The facts are obvious, but they don’t fit the liberal template. Therefore they must be wrapped about with misdirection and confusion - all these years of hysterical CIA-agent outing nonsense - so nobody gets a chance to focus on all the yellow stuff in Saddam’s palaces.

After 9/11 we were looking for Ossama and all who were involved. Even take the yellow cake and WMD’s out of the equation. We wanted to get the SOB’s who were behind 9/11. If I trained you how to hijack a jet, how to fly it, or even told you where to go to get said flight training, am I not an accomplice?
