The most important is that we must stop relying on an honor system, and require voters to provide proof of citizenship;

Good luck in obtaining that during a democrap controlled congress or even a republican controlled congress (should there ever be such an animal again).

How have they done that—and what are the available tools to remedy?

The bureaucrats are covering up the problem because they know very well how vote fraud helps democrats.

The most major beneficiaries are RINOs. If eliminating illegal votes were to shift the political center by 5 points to the right, Democrats could easily compensate by moderating their positions. How could RINOs compensate? From what I can tell, if conservatives could get elected, RINOs would lose all raîson d'être.

BTW, some people may think I use the term RINO too much. I base the term not on policy positions, but on perceived motivations. If a politician takes vaguely leftist positions but situates himself so he'll benefit if the political center moves right, I'd call him a moderate Republican. If he's positioned such that any rightward movement of the political center would put him in jeopardy, and he works to prevent such movement, he's a RINO.

After a grand-jury investigation of the 1982 Illinois governor’s race resulted in the conviction of aliens for illegally registering and voting, the U.S. Attorney estimated that there were 80,000 non-citizens registered to vote in Chicago. In 1985, the district director of the Immigration and Naturalization Services testified in the Illinois legislature that 25,000 illegal and 40,000 legal aliens remained registered in Chicago.
1982? 1985? Holy Vote Fraud Batman.
Take those Numbers and factor by 103 for 2008.

I exaggerate only slightly. If there isn't close to One Million Illegals in Chicago today, there isn't any. Back in the early '80s Chicago's population was at a low point, barely over two million ('white flight'), now its back up over three million. And that's not from yuppie Cubs fans having babies. (/s)

After a hotly contested election here in Texas one of my fellow activists went to the Registrar of Voters office in Beaumont. There was a big stack of absentee ballots on the counter with a note that said “Lampson’s office”. Nick Lampson was the democrat candidate! When my friend asked to copy the Voter Roll records showing signatures of voters the clerk started shaking and sweating in fear. On a subsequent visit to get more records a few thugs showed up to intimidate the Republican activist. Returning from his final trip to the Registrar’s office, someone expertly slashed his tires and he rolled over on the freeway. BTW, the records showed that the voters in one precinct ALL HAD THE SAME HANDWRITING. Fraud is much more prevalent than most people imagine. Its a better kept secret than the X Files.

Are there not allowed to be volunteers?

I know in North Carolina, we have the right to have at least two party members from each party at every polling place to ensure that voting fraud isn’t being committed.
