I remember this scam at U of Iowa. Students forced a reverse referendum to take away the automatic pay feature of the PIRG so that students had to sign up for paying their fee. They didn’t like that.

The radio stations do pay rent, however, they shouldn't have to. No more than Nader should have to rent the air he breaths.
The sponsors have a product to sell and they have various methods to reach the customer as well as deliver the product.
The government provides services which can enable private enterprise to produce and deliver products. Those services include roads, ports, defense, standard currencies as well as regulations.
The customers receive products and services based on the joint efforts of the public and private sector.
The companies profit from the use of the government services and are taxed accordingly on their income, their use of highways and airways, their property and their sales.
The government then receives income from the services it provided to both the customer and the company/provider.
Rush provides the method by which some companies can bring their products to the market. The market decides what Rush’s value for his service is and prices it accordingly.
Whether the profit on the advertising went to Rush or to the NYT Slimes, the government receives a substantial percentage based on its tax on income.
If a case is made for welfare, we could make the case that the value of the service the government provides via the airways is well under the amount of income taxes it collects and it is essentially receiving welfare from Rush and his advertisers.
As usual, Mr. Nader is totally confused. Mr. Limbaugh does not use the public airwaves. He sits in an a studio which he pays for, utilizes equipment which he pays for and provides an audio feed to Clear Channel, which they pay for. Clear Channel provides the audio feed to broadcasters who pay for it. Broadcasters use the public airwaves. The broadcasters are granted the use of the airwaves in exchange for certain public services they agree to provide. Since this is a legal exchange of items or services of value, this constitutes a transaction or “payment”.
Perhaps Mr. Nader is suggesting that Broadcasters should pay fees for use of the public airwaves. Broadcasters are providing a service that the public wants as shown by their interest and use thereof. On the other hand, Mr. Nader is breathing and spoiling public air, paying nothing for it and not providing any service that the public wants as indicated by their lack of interest thereof.
