case which threatened homeschooling in California earlier this year because parents supposedly weren't "legally qualified" to teach their children has essentially been rendered moot.

It's not over at all. Unless the appellate decision was decertified are vacated, it is in the books. In that appellate district, it is binding precedent in the lower courts. In other CA appellate districts, it is persuasive authority.
I have not heard that the appellate decision was decertified. In that cas, what the mooting of the case does is prevent a higher court from reversing the appellate decision.
