Calling violence in Chicago "out of control," Gov. Blagojevich on Wednesday offered to lend state troopers and National Guard helicopters to the city to augment the Chicago Police.
The governor is considering forming an "elite tactical team" to help the Chicago Police fight gang problems, a source said, adding that the unit could later be sent across the state to deal with gang problems at any city's request.
It's fair to say that violent crime in Chicago is out of control. In certain communities in the city of Chicago, it is reaching epidemic proportions," Blagojevich told reporters at a bill-signing ceremony in Chicago.

Isn’t there a Posse Comatatus law to prevent military troops from being used for this? Maybe we should declare the gangs as “Insurgent revolutionaries” and go at them that way.

In Chicago they live in fear partially because they're disarmed.
You point out the absurdity of the Governor's proposal, Guardsmen, sorry Guardspeople, don't have arrest powers, there's not a thing they can do. This is purely a policing problem, and to my knowledge Chicago isn't short on police. If they are, there's a long waiting list to get on the force they can use. I doubt they're short on helicopters either.
The SunTimes ran a great cover of Sheriff Blago in a cowboy hat on their cover, unfortunately I haven't found it on the web yet.
Commander in Chief Blago could call up the Illinois militia, but without FOIDs, most of them couldn't posess firearms. Daley would have to arrest them.

That sounds expensive. I figure for about $600 per household as a one time spend, you could DRASTICALLY cut down on crime. Simply purchase a firearm and teach the residence of the house how to use it along with some ammunition.

Correct. The proper way to address this would be to place parts of Chicago under martial law, send in the troops, set due process aside and use machine guns and flamethrowers to handle the miscreants.
Unless activated under a Federal call up, the National Guard is a state assett and belongs to the governor. In that capacity, they are really no different than state police; a disaster need not be declared a federal disaster area for a governor to deploy the National Guard. The US Army Reserve and active duty soldiers, on the other hand, are always under the control and direction of the Federal Government and, with very limited exceptions can not be used in a law enforcement capacity without violating Posse Commitatus.
Of the 26 Blacks and Latinos, I wonder how many of the Latinos were illegal aliens?

A related ICE operation in Chicago targeted violent Hispanic gangs. Over the past five years, ICE agents on Chicago’s Violent Gang Task Force have arrested more than 375 known alien gang members.

He’s right. In a middle-class suburb it would not be tolerated. Citizens would control their children and would work *with* the police to stop the violence. Providing information would not be considered snitching.

While a complete ban on handguns is not politically practicable , I believe reasonable restrictions on the sale and possession of handguns are necessary to protect the public safety. In the Illinois Senate last year, I supported a package of bills to limit individual Illinoisans to purchasing one handgun a month; require all promoters and sellers at firearms shows to carry a state license; allow civil liability for death or injuries caused by handguns ; and require FOID applicants to apply in person. I would support similar efforts at the federal level , including retaining the Brady Law.

I would support banning the sale of ammunition for assault weapons and limiting the sale of ammunition for handguns .

Unless I'm mistaken they don't have arrest power, which makes them essentially useless for what is relatively routine law enforcement. That could be changed by legislation. They haven't the training either, but neither of those things interfere with a press opportunity that takes the attention off the Blago-Rezko connection.
They have whatever authority the governor grants them at call up.

National Guard MP units are largely manned by people who have civilian jobs as cops, federal agents, prison guards, deputies, etc...not exclusively, but largely. In any case they would have at a minimum, completed MP AIT and would have been trained in detention and apprehension of criminal subjects.

GOOD! Now perhaps the State law enforcement officials can help the Chicago PD solve the murder of Donald Young! They certainly have some leads they could be following up on!

Put these kids immediately in Boot Camp (ROTC-like venue) for any kind of minor infraction. Force them to work at community service projects...any further infractions just turn up the heat and discipline the living crap right out of them or hard time in jail with no perks! Outlaw gangs, period!
