Pasadena officers talked to girlfriend after shootings
A woman who knew one of the burglars gunned down by Pasadena homeowner Joe Horn told police she had warned her friend that his habit of breaking into homes would cost him his life, according to recently released police records.
As part of a 31-page police report, Diamond Morgan, 24, of Houston, told Pasadena police investigators that she knew Diego Ortiz was a criminal.
"Morgan stated that she told Ortiz three days ago that he was going to end up dead for the things that he was doing," police detective M.E. Bruegger wrote in the report. "Morgan stated that Ortiz would target foreigners and undocumented individuals and then rob them."
Indictment declined
The afternoon of Nov. 14, Horn called Pasadena police to report that two men were breaking into his neighbor's home. Horn ignored a police dispatcher's repeated instructions to remain inside his home and instead confronted the men in his front yard, shooting them both in the back.
A Harris County grand jury earlier this month declined to indict Horn, 62, on criminal charges for killing Ortiz, 30, and Hernando Riascos Torres, 38. Both men were Colombians in the United States illegally.
Detectives interviewed Morgan, who had a child with Ortiz, a few days after the killings.
Also included in the 31-page report was the written statement of C.D. Williams, an undercover Pasadena officer who responded to Horn's 911 call in the 7400 block of Timberline.
Officer stayed in car
"The first time I saw the white male (Horn) he had a shotgun shouldered and was about to confront the two black males," Williams wrote. "He pointed the shotgun in the direction of the two males and he called out some sort of verbal command. I assumed his vocalization was directed at...

Would they be considered hate crimes?
First off I wouldn't want to share and second off I'd wait until I was on a break...
Dispatcher: Please remain inside.
Armed Homeowner: But the field of view inside the house makes self defense difficult.
Dispatcher: But you'll be safer inside.
Armed Homeowner: Why don't I put the burglars on the phone and you tell them that...
Not sure how I feel about this one, but I'm leaning towards Mr. Horn.
The police in Texas do NOT work to protect and serve. They work to file paperwork on violations by citizens.
Corrupt DA Chuck Rosenthal threatened to prosecute citizens who carried guns in their cars as the legislature permits. He huffed that he would challenge the change to the law all the way through the courts up to the state supreme court.
You are on your own in this corrupt town.
I wonder how many kids they had together?
((Ping!))
I sure would like to know what kind of safe that was so I could avoid it if I'm buying a safe.
I'm sure this b*tch didn't complain when Ortiz came "home" with a stash of stolen property or money. Throw her *ss in the slammer for abetting (and probably aiding at times as well).
“Morgan, who had a child with Ortiz”
“she had warned her friend that his habit of breaking into homes would cost him his life”
Hell, she must be Jeane Dixon Junior!
Thank you, Mr. Horn.
If the government had done its job, keeping out illegals and prosecuting the ones that were crooks, these men would still be alive.
It’s a shame a citizen has to step up and put it all on the line because of the failure of the federal government.
Morgan, who had a child with Ortiz
I wonder who is supporting the child.
Taxpayers? Nah, could never be.
The officer on the scene waiting in his car while waiting for “backup”. He observed but did not assist Mr. Horn.
There is no “backup” for citizens.
The criminals were both in the United States Illegally !!
Joe Horn is a HERO!!
"Gunned down" sounds like a pejorative. I'd phrase it as "ex-burglars who were shown the error of their ways."
Two down, 29,999,999 to go...
Could it be that Ortiz was racist?
Bump! ;-)
You are right on. I think (not sure about this) that Rosenthal went down when porn was found on his computer, might Google that to make sure.
Rarely do citizens have the money to fight corrupt charges levied against them and they generally plea out, that’s the heartbreak of it all.
My County Attorney also gave orders to enforce the old, repealed law instead of the new law (infamous Tx “Traveling” statute), we’re keeping out eyes on him, several good attorneys are too and after the SCOTUS ruling he has sure been quiet, well DUH!
Apparently the officer in the car had important paperwork as you say and sure didn’t want to endanger himself doing his duty.
"Diamond" that's a strange first name. Is that her ho name?
It was only a matter of time before the criminal illegals got the bullet they deserved.
They were Documented Illegals though! From last November:
“Police have not found the families of the dead men, who both are in their 30s. One had identification indicating he was from Puerto Rico, the other had documentation indicating he may have been from Puerto Rico, Colombia or the Dominican Republic, Capt. Corbett said.”
Chuck Rosenthal went down when he got caught having an affair with a co-worker on the job. Emails included some exchanges. If there was any porn is was something she shot and sent to him.
Subsequently there were some “racist” jokes also discovered that led to him stepping down. Among them was a a cartoon of Al and Jesse praying for an end to racism or some such gag and then “disappearing” in the last panel.
I don’t find it racist. I don’t recall the caricatures using the commonly known racist stereotypes. Both “reverends” are known antisemites using terms like “jew them down” and “hymietown” and now the “n-word”. They are race hustlers and con men. Grifting is the name of their game.
Anyway, Rosenthal abused the power of his office. He stepped down right as the city was paying off a lawsuit by two men who were harassed (and arrested?) for videotaping a police raid on a house in their neighborhood. Several million dollar victory for these men that we pay for because of his own personal vendettas. I hadn’t voted for that RINO in several election cycles.
==> “Apparently the officer in the car had important paperwork as you say and sure didnt want to endanger himself doing his duty.” <==
I didn’t realize he was THAT scared....
If this be true lockup the girlfriend and the girlfriends friend. Aiding and abetting by virtue of knowing it was going on and not doing anything to help the law.
He maintained that he didn’t want to be confused as being a get-away driver for the perps which is a concern. HOWEVER, I believe that if he had gotten out of the car, stood with car between he and the incident and held up an ID and said “I’m an POLICE OFFICER HERE TO HELP”, that Mr. Horn would have had presence of mind to understand and not fire on the officer.
Mr. Horn’s exchange with the 911 operator displayed a congnizant, presence of mind, all sorts of communications going on between PD, Cop at scene, Mr. Horn, my gosh, what else is needed? The officer should have acted, that’s what he’s trained and sworn to do.
Thanks for that insight, I appreciate it. Nothing like a predator DA, in many ways...
Allow me to help you, Doctor.
The two deceased were violent serial home invasion robbers and burglars who had terrorized several families before.
Both were illegal aliens as well.
Now they're none of the above. Feel good about it.
Feel good about it.
The comments by the Chronicle’s readers were great!
Unfortunately Queen Sheila has just launch an informal congressional hearing into the Joe Horn shooting.
If anyone’s rights were violated it was Joe’s as there was an officer on the scene monitoring his actions and the 9-11 dispatcher did not notify him that an officer had already responded to the call.
“Unfortunately Queen Sheila has just launch an informal congressional hearing into the Joe Horn shooting.”
Yep. Sheila Baby is a “Poster Girl” for ignorance in action.
Actually, I did feel good about it, but I wanted to look a little caring...for once! :>)
Add a charge of receiving stolen property.
Honestly, it's never a celebration when men die, but these guys had it written all over their faces that they'd meet just such an end.
When I first heard about the Joe Horn story, I didn't cheer, but shrugged and hoped for the best for Mr. Horn.
Is it just me, or is it interesting that this story only comes out after a grand jury “no bills” Horn?
ping
But they do serve their superiors who protect the income from fine revenue for their city, county, and state offices. I would not however say as much to the officer who pulls you over for an infraction.
Speaking of Houston cops, did you see the debacle outside the 2000 GOP State Convention where the "New" Black Panthers were marching in four columns, led by Quannell X(crement) and carrying loaded sawed-off shotguns and assault rifles? A WWII vet stepped up and chewed out Quannell X(crement) whereupon X(crement) shoved him, causing him to fall down. X(crement) then made some smart-butt comment and moved on.
What did the Houston cops do? Not a damn thing. I took that to mean it OK to carry a sawed-off shotgun and/or an assault rifle. It's called "tacit approval." But they also gave "tacit approval" for assault, did they not?
How often do undercover police officers respond to 911 calls?
Answer: Never.
I suspect that this officer was with these perps (likely acting as their driver, as otherwise he might have gotten plugged also), attempting to infiltrate this organized criminal theft ring and find out who the key players running it are. Probably why the DA had to keep this in a grand jury and why they so quickly no billed Horn - reason: undercover cop witnessed that this was a righteous shooting, but couldn't testify in open court without it blowing his cover.
I was reading about those informal hearings, since they ARE unofficial, they are off the record (no transcripts recorded).
Private hearings on public matters on the public dollar?
Can you say witchhunt?
Quannel has marched with shotguns before, I think outside of the prison at Huntsville.
Part of the reason cops leave them alone is the “controversy” of the race hustler, but also they are not concealed weapons.
I do not know if they are loaded or not. They do present a threat regardless.
It is not peaceful assembly. And assaulting a counter protester is assault.
The police work WITH Quannel to apprehend fugitives. He helps them negotiate/secure a conditional surrender.
Now if you harbored a fugitive, you’ll probably be charged with aiding and abetting a criminal...
Boy, this one's an easy call to me:
there're two fewer criminal scum using up scarce oxygen thanks to Mr. Horn.
When seconds count, the cops are just minutes away.
I should also like to remind that brave officer who was on the scene to, move slowly when exiting the cruiser. That coffee is a an absolute nightmare to get off your shirt and may even soak through to your bullet-proof vest.
On his way back to the cop hangout (stripper bar or donut shop) perhaps this paragon of public service picked up some of the many violent criminals in that area who have outstanding warrants.
