Control of police authorities - the local bodies which oversee each force - is to be handed to directly-elected members.
They will be able to hire and fire chief constables, dictate priorities and control parts of their funding.
Most Government targets will be dropped completely under reforms unveiled by Home Secretary Jacqui Smith.

I suspect ‘extremists’ is the scare-quotes version of ‘voters’. This is the police bureaucracy protecting itself.
Wrong. What usually happens is that the big-mouths and militants get control - dispensing jobs, firing long-time workers who belong to other groups, funding pork-barrel projects to benefit themselves, pocketing public funds, etc. - while the moderates (who might make up the majority of the community) are too frightened and subdued to do anything.
We had this experience in New York City with local "community" control of schools until the wider community got disgusted and more control was centralized.
I think the UK government knows tnis but they appear to be deathly afraid of the Muslim activists and will do anything to try to appease them.
They will stand by and observe the development of a parallel society. Good bye rule of law.
I sometimes think that all the Elites are “on board” for the Islamization of the West, and then the world. Why? Well, they want a one world government, which dovetails nicely with the Global Caliphate. They want a submissive population to rule and Islam gives that to them on a silver platter. As long as they have their tony enclaves and pull the strings from behind the scenes.
