I don’t know why she couldn’t overcome their `sovereign immunity’ defense by alleging that (sanctuary status) was San Francisco’s official policy, formulated and implemented by top policymakers, not lower level personnel performing ministerial functions.

Even a mediocre attorney should be able to prevail...since San Fran is a "sanctuary city", they'd likely be held liable for crimes committed by any illegal, being as they harbor and sanction them.
For the hell of it, when neighboring Coachella declared itself a "sanctuary city", I wrote their city hall and declared my intent to sue were I ever the victim of a crime committed by an illegal while passing through....never got a reply, but that's OK; I've got my copy.
