This is probably true.

I'm aware that to change various grades of oil going thru an oil pipeline, a "slug" (I forget the liquid comprising a slug.... water?) is used to separate the flows. Thus, I'm sure to make the flow of milk work thru Gazan tunnels, they must use slugs in a similar way, to separate, say, 1% from 2%, from 4% fat milk content, let alone from fat-free, soy milk, etc. The only thing I can think of to separate these products thru a tunnel would be perhaps using katushas between 1% and 2%; RPGs between fat-free and soy; etc.

Perhaps this sounds a bit contrived, but perhaps Palistinian Milk Product Engineers could describe the process better than I ever could.
